- Description
- The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed price contract for maintenance service for microwave, closed circuit TV, radios and fiber-optic system located on the C&D Canal. The period of performance is to commence on or about 25 June 2001 through 24 June 2002 with four (4) option years. Award will be made to the offeror whose proposal offers the best value to the Government in terms of the factors as stated. THE TECHNICAL SECTION OF THE PROPOSAL IS THE MOST IMPORTANT AND WILL BE HEAVILY WEIGHTED OVER COST. AWARD OF A CONTRACT WILL NOT BE BASED SOLELY ON A LOWEST COST BASIS. Offerors shall submit their proposals in two separate parts; a cost proposal and a technical proposal. Each technical proposal shall be evaluated on the basis of the following factors. Factors 1, 2, 3, 4, and 5 are of equal importance. The subfactors listed under Factor 3 are in descending order of importance. Factors 6 and 7 are of equal importance but are of lesser importance than Factors 1, 2, 3, 4, and 5. Factor 1-Maintenance of Microwave System. Contractor shall demonstrate experience maintaining microwave Radio Corp.equipment that is bi-duplex directional and handles audio and video band width technology in the 7 Ghz frequency range. Must have knowledge of both analog and digital systems. The contractor shall have a minimum of 3 certified technicians. Factor 2-Maintenance of Fiber Optics System. Contractor shall demonstrate experience maintaining AT&T Green Valley equipment that transmits by way of laser light in the 8.5 Nanometer range using single mode AT&T fibers. Multiplexing cards with band widths in the 6 Mhz range. It is required that the successful bidder have a minimum of 3 years experience with this type of equipment and a minimum of 3 years with the use of O.T.D.R. power test meter, and 3 years experience splicing F.O. varmint shield cable. At least 3 technicians must have proof of certification. A minimum of 80% by number, spare parts for this equipment are required. Factor 3-Maintenance of Closed Circuit TV (CCTV). Factor 3A-Contractor shall demonstrate experience with video intensified equipment, remote control systems, sending TV signals into and out of microwave systems, and sending CCTV signals through fiber optic systems. Factor 3B-Contractor shall demonstrate experience with CCTV. Factor 3C-Contractor shall demonstrate experience with color systems and sending CCTV into and out of telephone systems. Factor 4-Maintenance of radios and associated equipment. Contractor shall demonstrate experience with mobile radios, hand held radios, single side band equipment, Comparator (voter), Motorola-MaxTrax, Spectra, Astro Digital and Kenwood Mobile, Remote Key radios. Factor 5-Ability for personnel to climb towers and structures to a height greater than 360 vertical feet with no lost time injuries: Provide the number of lost time injuries your company has had within the past 5 years. Factor 6-Proximity to site. Factor 7-Past performance with similar size and type of work. Contractors are required to register on the Internet and download the solicitation and all amendments from the following address: http://ebs.nap.usace.army.mil on or after issue date of the solicitation. No written or fax requests shall be accepted. If any information changes during the advertisement period, contractors are responsible to make changes to their user profile on the Internet. Failure to make changes in their user profile may cause a delay in receiving notification of amendments. Offerors are responsible for printing paper copies of the solicitation. Solicitation Number DACW61-01-R-0027 will be issued on or about 11 June 2001 with a closing date of 2 July 2001 at 1500 hours. The North Atlantic Industrial Classification (NAIC) for this procurement is 811213 with a size standard of $5 million. This procurement is a 100% set-aside for small business.
