- This is a combined synopsis/solicitation for Technical Assembly and Testing Services prepared IAW FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation DAHA14 01 R 4004 is issued as an RFP. This is a solicitation document and incorporates provisions are those in effect through Federal Acquisition Circular 97-26. NAICS code is 336992. This requirement is for the Advance Turbine Engine Army Maintenance Team, Kansas Army National Guard, Bldg. 741, Fort Riley, Kansas. This requirement involves specialized services to install a Government furnished turbine engine test cell in Building 741 on Ft Riley Kansas. This is a performance based work statement and award will be based on price and the contractors past performance to include prior experience with the assembly and operation of a test cell that meets and has been determined capable of testing the AGT-1500 turbine engine in accordance with ETP-21500 DECU testing standards. The test results must pass a certified correlation with the OEM (Honeywell, Phoenix AZ) test cell. The contract award shall be based on price and the technical expertise (past performance) of the contractor. When all selection factors are considered technical expertise and past performance are approximately equal to cost and price. Government Furnished Equipment and Responsibilities: (1.) The government will provide the Test Cell Control Room equipment removed from the Stratford Army Engine Plant in an "as is condition." The equipment may or may not be complete or serviceable. The government will provide access to the "spares" that were also removed from the Stratford Army Engine Plant. (2.) The government will provide existing physical plant space for the test cell and or control room. Physical plant space may or may not be adequate in its current condition and size. (3.) The government will provide two Test Cell Engine Carts; two torque elements and two water brakes in a calibrated condition for use in the completed Test Cell. (4.) The government will provide the ETP-21500 DECU test program manual. (5.) The government will provide access to temporary electrical power, as it currently exists in building 741. (6.) The Government will provide access to the facility for a site survey prior to proposal submittal. Contractor Furnished Equipment and Proposed Responsibilities: (1.) The contractor must design, construct, and correlate the test cell. Correlation will be performed against a baseline Honeywell test facility. A preliminary and critical design review will be performed to ensure the design meets acceptable criteria. (2.) Inlet and exhaust silencing must be incorporated to meet OSHA and local regulations. (3.) The contractor will be responsible for providing all equipment necessary for the completed Test Cell that is not designated as "Government Furnished." (4.) The contractor will be responsible for necessary permits. (5.) The contractor will be responsible for maintaining the work site in a clean and safe condition. (Production work will continue in building 741 during the project). (6.) The contractor will provide one complete "Dress Kit" for the Test Cell. (7.) The contractor will provide a technical data package to support Operation, Maintenance and Calibration of the test cell equipment, including the Government Furnished equipment, in best Commercial format. A complete technical data package to support the Data Acquisition and Control system will not provided by the Government. Required Contractor proposal submission: The contractor is required to submit a written proposal defining in detail what specific services they intend to perform in order to obtain the desired design and correlation of the test cell. The contractor's proposal shall include a proposed schedule of services to be provided and time line for the performance of these services. Past performance information as it pertains to the contractors prior demonstrated abilities to assemble test cell that are capable of testing an AGT 1500 Turbine Engine and to ensure compliance with ETP-21500 DECU testing requirements. The provision at FAR 52.212-3, Offeror Representations and Certifications (12/2000) applies to this acquisition. A completed-signed copy of this provision shall be submitted with any proposal. The clause at FAR 52.212-4, Contract Terms and Conditions (5/1999). The clause at FAR 52.212-5, Contract terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (8/2000) applies to this acquisition. The clause 52.232-33, Mandatory Information for Electronic Funds Transfer Payment (Aug 1996) applies to this solicitation. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes to Defense Acquisition of Commercial Items (12/2000), is applicable to this acquisition.
