- Description
- The Operations Support Command (OSC) intends to negotiate an Indefinite Delivery/Indefinite Quantity task order contract with Mitretek Systems, Incorporated, McLean, VA for wide-ranging types of acquisition and technical engineering analysis in support of its mission. Acquisition support will include: requirements definition, acquisitions strategy, solicitation development, evaluation criteria development and decision analysis support, technical support to source selection boards, and preparation of acquisition documentation. Technical engineering analysis support will include evaluations of the performance of competing technologies, systems, processes, and equipment; preparation of feasibility studies and testing requirements for systems or equipment; analyses of systems safety, hazards, risks, and mitigation measures; analysis of life cycle costs, cost elements, and cost factors in support of budgets and evaluation of alternatives; and independent analyses of contractor performance and deliverables. The firm shall have extensive knowledge and experience in: studies conducted in accordance with Office of Management and Budget (OMB) Circular A-76, demilitarization of conventional ammunition, chemical demilitarization, acquisition support, and logistical support. The contractor may be required to be physically located at various government sites during the performance of any or all delivery orders awarded under this contract. The work requires a firm which can ensure objectivity and freedom from bias, minimize even the appearance of non-objectivity or bias; be conflict free in that it does not compete with any for-profit company; have access to and safeguard proprietary information; and have access to secured Government facilities beyond that normally granted to contractors. This office believes that only one source, Mitretek Systems, Inc., can provide all of the above required support. If any responsible source other than Mitretek Systems, Inc. can fulfill all of the above requirements, written notification and supporting documentation may be submitted in writing to: HQ, OSC, Attn: AMSOS-CCE-D (Julie Schmoll), Bldg 350 5th Floor Middle Bay, Rock Island, IL 61299-6000. To be considered a viable source, documentation must clearly demonstrate: (1) freedom from actual or potential conflict of interest (2) extensive knowledge in the following five areas: OMB Circular A76, demilitarization of conventional ammunition, chemical demilitarization, acquisition support, and logistical support (3) extensive experience in the independent analysis and evaluation of solicitations and proposals (4) capability to provide independent, conflict free review and assessment of contractor products/services (5) past history detailing any contracts that your company is currently performing or have completed that would be considered the same as/similar to the type of services described above. Include the contract number, type of contract, dollar value, performance location, contract length, government point of contact, and current phone number. If no affirmative responses are received within 45 days after the date of publication of this notice, the Government will proceed with negotiations with Mitretek Systems, Inc. See Numbered Note 22.
