Description

The Contractor shall develop, test and teach two courses on vegetative fuels management. The first course shall focus on live and dead fuels inventory, debris prediction from cutting trees, and characterization of the fuels complex using quantitative and qualitative descriptors. Quantitative descriptors will use standard statistical methods to describe measures of central tendency, variation, confidence intervals, and error. The second course shall focus on analyzing the risks and hazards of the fuels complex, actual and potential fire behavior, first and second order fire effects, alternative treatment methods, and effects of treatment on fire and fuels as well as other resources within the context of a NEPA based environmental document. This will be a 3-year contract to develop, test and teach the two courses. Software used in the curriculum shall be available either through the public domain or commercially. Any new software development shall be very limited in scope and software made available to the agencies after development. The training will take place in the Pacific Northwest (Oregon and Washington).
