- Description
- The project will provide the City of Helena, Arkansas with a 25-year level of flood protection with the construction of a new concrete open channel and box culvert system adjacent to an existing system. The overall length of the project is approximately six-tenths of a mile. Major concrete construction required on this project consists of open channels, single-cell box culverts, double-cell box culvert and "interchange" structures (variable widths and heights). The "interchange" structures will allow the new channel and culvert system to either connect to or crossover (i.e. change sides with) the existing system. Isolated demolition of the existing open channel and culvert system will be required in order to construct the "interchange" structures. Most of the structural excavation required will be in semi-open terrain inside city blocks. Three blocks of the new culvert system runs beneath a primary city (asphalt) street. Partial demolition of existing pavement, curb and sidewalk will be required for new culvert construction within this 3-block stretch as well as at other intersection crossings. Traffic control will be required within these areas of the project. Isolated areas along the project may require the use of sheetpiling in order to accomplish the structural excavation. Disposal of excavated materials and temporary stockpiling will be at a city-owned disposal area within one mile of the project site. Relocation of city-owned underground utilities will be limited to waterlines and sanitary sewer lines that cross the path of the new construction. Relocation of privately owned utilities, as well as one railroad spur, will be accomplished by respective owner(s). Reconstruction of city (asphalt) streets, curbs and sidewalks are optional items of work on this project. The estimated cost of this work is between $1,000,000.00 and $5,000,000.00. This will be a 100% small business set-aside. For the purpose of this procurement, to qualify as a small business concern, in addition to being independently owned and operated and not dominant in the field of operation in which it is bidding on government contracts, the concern must have had average annual sales receipts for the three preceeding years not exceeding $27.5 million.
