Description

NASA/GRC plans to issue a Request for Quotation (RFQ) for the following items: Item: 1 Qty: 1 -- UAT GBT Ground Station Item: 1 Qty: 1 -- Software modifications required to enhance the reception of Electronic Pilot Reporting Data This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to purchase the items from UPS Aviation Technologies (UPS AT), Salem, OR. UAT is an avionics data communication system supported by UPS AT. A UAT GBT ground station radio is necessary to maintain compatibility with existing UAT architecture, and to enable flight testing with existing UAT avionics equipment. UPS AT is the only known source of UAT compatible avionics in the United States at this time. The Government intends to acquire a commercial item using FAR Part 12. Organizations that believe they are capable of providing the described items may submit their capabilities and qualifications to provide these items in writing to the identified point of contact not later than 4:30 p.m. local time on Monday, June 6, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed. See NASA Specific Note "B".
