Description

The Air Armament Center (AAC) Range Instrumentation System = Program Office (RISPO) is planning to release a Draft Request for = Proposal (DRFP), followed by a Request for Proposal (RFP) for the = Multi-Service Target Control System (MSTCS) Datalink Transceiver (DLT). = The MDLT acquisition is to provide for a more robust capability by = developing state-of-the-art technology and incorporating advanced = technology, commercial products/standards to achieve the Target Control = in the 21st century and to support range interoperability. The MDLT = program will meet the new requirements by incorporating advanced = technology to operate as a high capacity data link or as a low capacity = data link; it will be of modular design which permits high and low = power outputs; and will be able to operate in any combination of high = and low power and wide and narrow bandwidth configurations as specified = within the Statement of Objectives, System Requirements Document and = the Interface Control Document. A set of the most current MDLT = documents Statement of Objectives (SOO), System Requirement Document = (SRD), and the Interface Control Document (ICD) have been placed on the = Aerial Targets Information Management System (ATIMS) for review and = comment. The MDLT DRFP and formal RFP will be placed on the government = website www.eps.gov. Anticipate releasing DRFP approximately 15 days = after publishing this announcement. The MDLT program library will be = placed within the SEMCOR building located at 368 Adams Avenue, = Valparaiso, FL 32580. Mr. Gary Hannah, (850)-678-7878 is the point of = contact for the library. Mr. Hannah will provide approval for use of = the library and to schedule the time and date for library content = review. This synopsis is for planning purposes only and shall not be = considered an RFP for submittal of proposals and not to be considered = as a commitment by the government. Firms wishing to considered for = this effort should submit a brief qualification package, and include = whether or not the firm is a large, small, or small disadvantaged = business, to the contracting officer, AAC/WMRR, Attn: Larry Miller, 102 = West D Avenue, Suite 300, Eglin AFB FL 32542. An Ombudsman has been = appointed to hear concerns from offerors or potential offerors during = the proposal development phase of this acquisition. The Ombudsman does = not diminish the authority of the program director or Contracting = Officer, but communicates Contractor concerns, issues, disagreements, = and recommendations to the appropriate government personnel. When = requested, the Ombudsman shall maintain strict confidentiality as to = the source of the concern. The Ombudsman does not participate in the = evaluation of proposals or in the source selection process. The AAC = Ombudsman is Dr. Mario J.
