- Background "17. F-15 FLIGHT TEST SUPPORT Sources Sought. The F-15 Contracting Division, Headquarters Aeronautical Systems Center (ASC/FBAKW), Wright-Patterson Air Force Base (WPAFB), Ohio. Sources are sought for an effort to provide flight test support for the F-15 development test and evaluation programs at Edwards AFB CA and Eglin AFB FL. The period of performance is 1 January 2002 to December 2002. At Eglin AFB, the contractor shall supply: (1) program management, (2) data management, (3) direct labor skills consisting of flight test engineering, field service, and instrumentation engineering, and (4) staff and other equipment and services necessary to support the assigned tasks. The contractor shall provide for: F-15 Tactical Electronic Warfare System (TEWS) development and flight test, TEWS lab operation and maintenance, F-15 weapons certification, AN/APG-63 and AN/APG-70 radar development, F-15 integration and testing of AIM-120, fighter data link development, F-15 avionics and software testing. At Edwards AFB, the contractor shall provide the following services: (1) program management, (2) data management, (3) direct labor skills consisting of flight test engineering, field service, and instrumentation engineering, and (4) staff and other services necessary to support the assigned tasks. The contractor shall provide for: F-15 AN/APG-63(V)1 and AN/APG-70 radar hardware/software development and flight test, avionics development and flight test, F-15 integration and testing of AIM-9X, fighter data link development, helmet-mounted cueing system integration, F-15 software upgrades testing, and operation and maintenance of telemetry facilities, a data laboratory, and avionics integration test facilities. The contractor must be thoroughly familiar with hardware and software for all variants of the F-15 and related support equipment. The contractor must be capable of performing engineering design analysis of airframe/avionics change proposals and external stores compatibility. This effort shall include the operation and maintenance of avionics labs necessary to perform Avionics Intermediate Shop maintenance for a minimum of twelve F-15 aircraft. These labs are tailored to service variants of the F-15 radar and all processors and displays associated with the F-15. At both locations the contractor must have the following capabilities: maintain and operate the existing quick-look telemetry ground station, provide assistance for integrate additional instrumentation onto test aircraft, provide technical assistance for testing of all F-15 systems including assessment of aircraft instrumentation and test item performance, repair and refurbish instrumentation and TEWS/avionics laboratory equipment, perform bench calibration and installation of test bench modifications while maintaining commonality and interoperability with the McDonnell Douglas, a Wholly-Owned Subsidiary of the Boeing Company, St. Louis, integration bench facilities. This is an integrated flight test support effort. As such, responses to this notice must demonstrate comprehensive capability adequately addressing all aspects of the requirement. Offers will be considered from any firm providing clear and convincing evidence of its capability to provide flight test support and only responses producing adequate information will be considered. Sources responding must provide capabilities statement with the following information: (1) dedication of key management and program personnel with a resume of their previous experience with the tested systems and flight test support efforts, and (2) evidence of capability to perform successfully within the above described parameters. McDonnell Douglas, a Wholly- Owned Subsidiary of the Boeing Company, St Louis, Missouri, is currently supplying the flight test support. Only US- owned companies may apply. US citizenship is required. Firms responding should indicate whether they are, or are not, a socially and economically disadvantaged business and whether they are a woman-owned business. Respondents shall include their assigned Commercial and Government Entity code (i.e. Federal Supply Code for Manufacturers, a five digit code assigned by Commander, Defense Logistics Service Center, Attn: DLSC-FBA, Federal Center, Battle Creek MI, Reference DOD 5000.12M). In your response, information is required as to whether your firm is considered a small business in relation to North American Industry Classification System (NAIC) Code 541330, with corresponding size standard of $20 million. The Air Force reserves the right to consider a small business set-aside based upon responses hereto. Failure to provide the above data with your response to this notice may disqualify your firm from further consideration. This announcement is not a request for proposal and should not be construed as a commitment by the government. Information requested herein is for planning purposes only. All responses from responsible sources will be fully considered, however receipt of responses will not be acknowledged. Respondents are reminded that the government must receive all responses within 15 days of publication of this notice. An Ombudsman has been established for this acquisition.
