Description

The Naval Air Systems Command (NAVAIR) intends to enter into sole source negotiations and subsequently award a contract to McDonnell Douglas Corp. (MDC), a Wholly Owned Subsidiary of the Boeing Company for the integration and test and evaluation of a Global Positioning System (GPS) receiver equipped with a Selective Availability Anti-Spoofing Module (SAASM) for the Stand-off Land Attack Missile-Expanded Response (SLAM-ER) weapon system. The purpose of this effort is to comply with current Department of Defense GPS security requirements for those weapon systems that contain GPS components. Unless otherwise stated herein, no additional written information is available, and no formal Request for Proposal (RFP) or other solicitation regarding this announcement is currently available. Requests for the same will be disregarded. It is anticipated that the sole source solicitation will be available after 15 July 2001. After 15 July 2001, you may submit e-mail requests for an electronic copy of the anticipated solicitation to either of the points of contact listed below. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination by the Government not to compete this effort is solely within the discretion of the Government. GENERAL INFORMATION: McDonnell Douglas Corp. (MDC) is the sole designer, developer, and manufacturer of the SLAM-ER weapon system and is the only known firm with the necessary knowledge, technical data, equipment, facilities, and experience with the SLAM-ER missile design, mission planning software, and production and test support equipment to perform this integration effort within the required timeframe. Subcontracting opportunities may be available and should be sought with MDC at the following address: McDonnell Douglas Corp. CONTRACT TYPE: The Government is contemplating a hybrid contract that may contain cost and fixed price elements. The North American Industry Classification Systems (NAICS) code for the supplies and services anticipated needed herein is 336414 "Guided Missile and Space Vehicle Manufacturing". ADDITIONAL INFORMATION: NAVAIR intends to use Non-Government personnel in support of this effort. Non-Government personnel may have the need to access industry data in order to support the Government. Therefore, before an award, it may be necessary for the solicited company to enter into non-disclosure agreements with these individual's companies. Once NAVAIR finalizes its requirements for the subject effort, a prerequisite for receiving a contract award will be registration in the DODs Central Contractor Registration (CCR) database.
