- THIS IS A REQUEST FOR INFORMATION (RFI) AND NOT A SOLICITATION. The Global Air Traffic Operations/Mobility Command and Control (GATO/MC2) System Program Office (SPO) has the mission of supporting the acquisition of CNS/ATM avionics for the Air Force fleet to allow unrestricted access of military aircraft to worldwide airspace. In order to develop a strategy that best supports the various aircraft platform SPO acquisition and integration efforts, the GATO/MC2 SPO is performing a market survey. This survey will be used to review the Government's future acquisition strategy options for Traffic Alert and Collision Avoidance System (TCAS), Terrain Awareness and Warning System (TAWS) and Reactive Windshear. The GATO/MC2 SPO wants to obtain information for current and future TCAS and TAWS offerings by existing or prospective manufacturers. The GATO/MC2 SPO will use this information, along with informal discussions with companies, to gain an understanding of technical approaches to meet existing and future TCAS and TAWS requirements and to develop realistic acquisition strategies that promote commercial solutions. The commercial solutions must also maximize common solutions for multiple Air Force aircraft (fighter, bomber, airlift, tanker, etc.). Each offering should present a TCAS and/or TAWS and/or Reactive Windshear System offering to include all ancillary equipment (e.g., antennas, displays). Software offerings (e.g., source code or object code to be integrated into an LRU or LRUs) will be considered. Such software offerings must include sufficient information and support to address integration and certification on a target platform, and provide a firm fixed price for these activities to include working with the prime integrator as needed. Information must be presented to address software licensing, logistics support, configuration management, and software enhancements to include incorporating them into fielded architectures. REQUIREMENTS: The TCAS II System shall be certified to meet the functional and performance requirements of TSO-C119A. The TCAS II v. 7.0 shall meet functional and performance requirements of RTCA DO-185A. The Mode S transponder (to include control box) shall support Level 3 and be certified to perform IAW DO-181B. If the transponder includes Mode 4 IFF, this capability shall comply with AIMS 97-1000 and present a plan for obtaining AIMS certification. The Mode 4 IFF shall provide an optional NSA approved cryptographic computer. The respondent shall address their implementation of Mode 5 and the ability to provide a firm fixed price for this capability. The Mode 5 Plan shall also address a form/fit upgrade kit for already installed transponders. The TCAS II processor and Mode S transponder shall meet the performance requirements of ICAO Annex 10. Respondents shall address product interoperability to include how it will be maintained as the products evolve. Growth for future requirements shall be addressed to include product roadmaps that address as a minimum: Level 4 and 5 transponder upgrades, ADS-B, integrated systems, and synchronized upgrades for the TCAS processor and Mode S Transponder. The TAWS shall be a 4th Generation Ground Proximity Warning System (GPWS) with a digital terrain database. The TAWS shall be certified to meet the functional and performance requirements, including safety requirements, of TSOC151a for Class A equipment. Class B equipment offering will be considered but the primary need is for Class A TAWS equipment. Annual database updates shall be provided. The TAWS shall provide for inhibit or deactivation of alerts by flight crew. The TAWS should provide for Excessive Bank Angle warning. The TAWS shall accept digital or analog aircraft navigation inputs. Growth for future requirements shall be addressed to include product roadmaps that address integrated systems. In addition, a Windshear Detection/Alerting capability shall be provided (it can be provided as part of the TAWS). The Windshear Detection/Alerting capability shall meet the functional and performance requirements, including safety requirements, of TSOC117a. Controls shall provide for inhibit or deactivation of alerts/warnings. The RFI responses must address the following: a thorough technical description of potential equipment to include certification status; a comprehensive logistics strategy to include support and upgrade of previously equipment purchased via the GATM I contracts or through the aircraft SPO's, 10-year warranty, repair tracking, and ability to address AOG conditions; configuration management; data to be delivered with equipment; and service bulletin process. A Point of Contact within your corporation must be provided. This RFI does not represent a contract or solicitation for procurement, merely a request of industry to provide information. Please, when necessary, clearly indicate on any correspondence of a sensitive nature, "procurement sensitive" or "restricted". Magnone, Director, Commander's Staff, has been appointed to hear concerns from offerors or potential offerors during proposal development.
