- Sources Sought Synopsis. Electronic Systems Center (ESC) is seeking qualified sources for the follow-on acquisition of the Theater Deployable Communications (TDC) Integrated Communications Access Packages (ICAP). TDC is a state-of-the-art ground communications system designed to replace legacy communications systems in use at deployable Air Force units. TDC provides a local and metropolitan area switched communications network for Internet protocol, voice, and video data through the use of commercial off-the-shelf (COTS) circuit switches, hubs, routers, multiplexers, satellite terminals, network management/information protection, and other equipment. The original TDC ICAP contract was awarded in Oct 96 to Motorola. Since that time, TDC ICAP equipment has been fielded to 51 of the total 122 Air Force units required. The ordering period for equipment under the Motorola contract ends on 30 Sep 01. We are currently developing the detailed acquisition strategy to complete fielding to the remaining units. The TDC ICAP baseline is well-defined, with specific requirements found at http://herbb.hanscom.af.mil (under "Business Opportunities" select "Systems" for Type and "All" for Location, then click on "GO" -- from the next screen, click on Theater Deployable Communications Integrated Communications Access Packages). Please take note of the "read me" file for a detailed summary of each of the files included, as well as information about any pending changes to the requirements documents. The scope of the total TDC ICAP follow-on effort is to integrate and field modules and kits to deployable Air Force units. This effort also includes upgrading modules/kits to maintain reasonable currency with the COTS baseline and/or to provide additional capability to the users. Although this effort does NOT include end user support, training, or system manuals, it does include coordinating with the organizations providing those services to ensure they have sufficient information on the modules/kits to provide the necessary support to our users. We are considering establishing separate contract vehicles for each of the five categories of ICAP equipment -- voice, data, muxing, transmission, and accessories (see HERBB for specific details). We are also interested in using any existing Government contracts that may be in-place for production/delivery of required equipment. When responding to this sources sought announcement, please indicate which of the five categories your company is interested in. Note that you may identify one or more categories for consideration. Please also identify any existing Government contracts you may have to provide equipment in the area(s) of your interest/capability. Interested firms are encouraged to provide two copies of a qualification package detailing your specific capabilities to ESC/DIGK, Bldg 1612, 5 Eglin Street, Hanscom AFB, 01731-2100, Attn: Cathy Mirra or by fax to (781) 377-5650. Note: For commercial delivery such as FedEx, address packages to 3 Eglin Street. Please limit your qualification package to a maximum of 15 pages. Your responses must provide specific details of your experience with BOTH integration of equipment into deployable transit cases AND your experience with/knowledge of the key components (e.g., routers, switches, muxes) of the modules/kits you are interested in providing. You should also detail any experience you have retrofitting/upgrading previously fielded systems. Responses are requested no later than close of business on 21 Jun 01. Responses should include the company name, address, size of business (i.e., large business, small business, small disadvantaged business, 8 (a) concern, veteran-owned small business, service-connected veteran-owned small business, women-owned business, or HUBZone small business), whether U.S. or foreign owned entity, and a point of contact in their response. An Acquisition Ombudsman has been appointed to hear concerns from offerors or potential offerors during proposal development. You should only contact the Ombudsman with issues or problems you cannot satisfactorily resolve with the program manager and/or contracting officer. The Ombudsman role is to hear concerns, issues, and recommendations and communicate these to the appropriate Government personnel. The Ombudsman will maintain strict confidentiality if desired. The Ombudsman does not evaluate proposals or participate in source selection.
