- DESCRIPTION: The Bureau of Reclamation has a requirement for two Early Warning Systems (EWS). The first EWS is needed for Neopit Dam located on the Menominee Indian Reservation near Green Bay, Wisconsin. The Bureau of Reclamation (Reclamation) has designed an EWS to function as a tool to assist in Emergency Management Activities at this Dam. Reclamation is in need of an instrumentation package that will allow both technical and non-technical personnel to remotely monitor the hydrologic conditions at and in the vicinity of the dams. The EWS instrumentation shall be able to detect and remotely monitor rainfall, reservoir level, wind speed and direction, relative humidity, and temperature. The monitoring sites are located in a small village. The damsite has AC power but the downstream site does not have AC power available and shall operate on a battery system with solar recharge. The second EWS is needed for the five dams located on the Sandia Pueblo near Albuquerque, New Mexico. These EWS's also need to function as a tool to assist in Emergency Management Activities at the five dams. These instrument packages need to allow both technical and non-technical personnel to remotely monitor the hydrologic conditions at and in the vicinity of the dams. The EWS instrumentation shall be able to detect and remotely monitor rainfall, three discrete reservoir levels, and temperature. Again, the monitoring sites are remote and do not have AC power available; all monitoring sites shall operate on a battery system with solar recharge. Both EWS systems will be used to warn of potential hazardous spillway releases or dam failure flows; therefore, the instrumentation shall be highly reliable and operate 24 hours per day, every day of the year. Specific site instrumentation requirements and other site information will be available and will be included with the Request for Quotation (R.Q.). The award decision will be based upon a combination of price and technical factors which will be described in the R.Q. The R.Q. is expected to be issued on or about June 20, 2001, with a closing date approximately 15 days thereafter. The North American Industry Classification System (NAICS) code for this requirement is 334290 with a small business size standard of 750 employees.
