- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This procurement is solicit under full and open competition utilizing Midrange Procurement Procedure. This notice is being issued as a Request for Offers (RFO) for Cryogenic Run Tank (Part Number Q-3271-A). 100 Gallon, 5500PSIG liquid nitrogen vessel without insulation -36" ID spere with 3" nominal thickness, fabricated for 304/304L SS -- One 2" nozzle top, One 1" nozzle botton, and 3 MS33649-4 instrument connections as shown on drawing SK020501JAR. Vessel should include lifting lugs, support lugs and carbon steel frame to keep bottom nozzle approximately 3 feet off the floor. The vessell shall be fabricated IAW ASME Section VIII DIV 1 for 5500 PSIG at minus 320 degrees F to + 150 degrees F. Drawing should be submitted to MSFC for approval prior to fabrication. The provisions and clauses in the RFQ are those in effect through FAC 97-22. The NAICS Code and the business size standard for this procurement are 332420 and $1,134,000, respectively. The offeror shall state in their offer their size status for this procurement. All qualified responsible business sources may submit an offer which shall be considered by the agency. Delivery to MSFC is required within 90 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Offers for the items(s) described above are due by 4:00PM (CST), June 18, 2001 to NASA, George C. Marshall Space Flight Center, Procurement Office/PS52/Alexander, MSFC, AL 35812 and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a offer. Offerors shall provide the information required by FAR 52.212-1. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 is applicable. FAR 52.212-5 is applicable and the following identified clauses are incorporated by reference: 52.222-26,52.222-35, 52.222-36, 52.222-37, 52.225-3 Alternate I, and 52.232-34. Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items with their offer.
