Description
The Air Force Metrology and Calibration (AFMETCAL) program = requires 15 each 10Kg Mass Comparators and 15 each 50Kg Mass = Comparators in accordance with Directorate of Metrology Purchase = Descriptions PD01MLEEDJG02 revised 9 May 01 and PD01MLEEDJG01 revised 9 = May 01. Requirement includes a 3 year warranty and data with each = unit. An FY02 Option for 0-5 each for both the 10Kg and the 50Kg = comparators may also required. General description for the 10Kg Mass = Comparator is as follows: The comparator will be used in the Air Force = Metrology Precision Measurement Equipment Laboratories (PMEL) to = measure Mass Standards, both metric and avoirdupois weights. This = comparator is a Mettler Toledo model KA10-3/P Comparator or equivalent. = The Mass Comparator shall be a fully automated mass comparator with = self-centering top loading configuration. It shall have the capability = of weighing mass standards from 1 Kg / 2Lbs up to 10 Kg / 20 Lbs per = ASTM E617 class 3 and IOML class M2. The comparator shall have a = continuous range of 0 to 10 Kilograms (minimum). The taring range = shall be 10 kilograms (minimum). The comparator system shall be = provided with an electronic digital readout display, directly readable = to 0.001 grams. The comparator shall have reproducibility = (repeatability) of 0.004 grams or better at any point within the range = of the comparator. The reproducibility will be determined by taking the = standard deviation of 10 weighings. The linearity for the entire range = shall be plus or -- 0.2 grams or better. The comparator shall be a = single pan, top loading type and shall incorporate a dampening = mechanism to shorten the time for a stable readout in 20 seconds or = less. The readout and any controls shall be contained in a ?box? = separate from the weighing mechanism. The pan shall be constructed to = hold either IOML or Avoirdupois weights with NO overhead structure. = The minimum size of the pan shall be 200mm x200mm or 200mm in diameter. = The pan shall have an automatic leveling system. The digital readout = shall be at least .5 inches in height. Any controls and readout shall = be a separate box from the weighing mechanism. It shall connect to the = weighing mechanism by a cable at least 3 ft in length. The operating = voltage is 115 VOLTS, 60 Hz. The comparator shall be able to operate = in a temperature of 73?F plus or -- 6?F and in a humidity from 30% to = 60% RH. General description for the 50 Kg Mass Comparator is as = follows: The comparator will be used in the Air Force Metrology = Precision Measurement Equipment Laboratories (PMEL) to measure Mass = Standards, both metric and avoirdupois weights. This comparator is a = Mettler Toledo model KA50-2/P Comparator or equivalent. The Mass = Comparator shall be a fully automated mass comparator with = self-centering top loading configuration. It shall have the capability = of weighing mass standards from 10 Kg / 20Lbs up to 50 Kg / 100 Lbs per = ASTM E617 class 3 and IOML class M2. The comparator shall have a = continuous range of 0 to 50 Kilograms (minimum). The taring range = shall be 50 kilograms (minimum). The comparator system shall be = provided with an electronic digital readout display, directly readable = to 0.005 grams. The comparator shall have reproducibility = (repeatability) of 0.015 grams or better at any point within the range = of the comparator. The reproducibility will be determined by taking the = standard deviation of 10 weighings. The linearity for the entire range = shall be plus or minus 1.0 grams or better. The comparator shall be a = single pan, top loading type and shall incorporate a dampening = mechanism to shorten the time for a stable readout in 20 seconds or = less. The readout and any controls shall be contained in a ?box? = separate from the weighing mechanism The pan shall be constructed to = hold either IOML or Avoirdupois weights with NO overhead structure. The comparator shall be able to operate in = a temperature of 73?F 6?F and in a humidity from 30% to 60% RH. = All equipment shall be of new manufacture and in unused condition. = Delivery, and on site setup and training/instructions in the use of the = comparator at each PMEL listed in the solicitation will be required. A = first article will be required for both the 10Kg and the 50Kg mass = comparator. Two copies of the operational and maintenance manual shall = be provided with each system. The equipment, including all accessories, = shall be covered by a 3-year warranty. Solicitation is = F33660-01-R7004. FOB is Destination. Delivery of the two first = articles will be 90 calendar days after receipt of award. All = solicitation requests must be in writing. Written request can be faxed = to 740-788-5157 or email request to janet.casler@afmetcal.af.mil. = Request for proposal will be issued approximately 18 Jun 01. Closing = date will be approximately 17 Jul 01. All responsible sources may = submit a proposal, which shall be considered. Special note to all = prospective offerors: DOD will not award contracts to contractors that = have not registered in the Central Contractor Registration (CCR) = database. Registration may be done by assessing the CCR via the = Internet at http://ccr.edi.disa.mil or call the DOD electronic Commerce = Information Center at 1-800-334-3414. =20 See Note: 1.
