- This is a combined synopsis/solicitation for commercial items, = prepared in accordance with the format in FAR subpart 12.6, as = supplemented with additional information included in this notice. This = announcement constitutes the only solicitation; proposals are being = requested and a written solicitation will not be issued. The = solicitation number is NHLBI-PS-2001-004, and is issued as on Request = For Quotation (RFQ). The solicitation/contract includes all = applicable provisions and clauses in effect through the Federal = Acquisition Circular 97-26. The North American Industry Classification = System (NAICS) code is 325120 and the size standard is 1000 employees = for this requirement. There are no small business set-aside = restrictions for this requirement. The National Heart, Lung, and Blood = Institute intends to purchase Liquid Nitrogen (LN) Tanks, Model # = TAY24KKRYOS, quantity four (4) each, manufactured by Taylor Wharton, = Inc. In addition to the purchase of the tanks services shall include: = (1) removal of the existing tanks and set-up for the four (4) new = tanks. (2) Transfer the content samples stored in the four (4) = existing tanks into the new four (4) tanks. Two (2) existing Liquid = Nitrogen tanks are available for trade-in. The specifications for the = purchase of the Liquid Nitrogen Tanks, Model # TAY24KKRYOS are as = follow: DIMENSIONS: 44.0" H, 34.0" W, 38.0" D, 29.0" Usable Height = internal; 31.0" Internal Diameter; CAPACITY: 12.7 cu. ft., 36.5 LN = capacity; EVAPORATION RATE L/day: 7.0; WEIGHT, EMPTY: 405 lb.; TOTAL = ALLOWABLE CAPACITY WIGHT (Including liquid refrigerant and stored = product): 641 lb; MAXIMUM GROSS WEIGHT: 1050 lb; INVENTORY CONTROL = SYSTEM SPECIFICATIONS: 17, 5 x 5 racks; 13, Shelves/Rack; 6, 3.0 x = 3.0 racks; 13 shelves/Rack; 24050 Vial Capacity, 2ml; 360 Blood Bag = and 59400 Straw Capacity. The Government's desired delivery and = acceptance schedule is within six (6) weeks from the contract award = date. The provisions of FAR Clause 52.212-1, Instructions to offerors = -- Commercial Items, applies to this acquisition. The provisions of FAR = Clause 52.212-2, Evaluation -- Commercial Items is applicable to this = acquisition. The contractors must submit descriptive literature of the = product quoted and an itemized price list. The Government intends to = evaluate offers and award a contract without discussions with = contractors. Therefore the initial offer must contain and meet all the = Government specifications. The Government reserves the right to = conduct discussions if, the contracting Officer later determines to be = necessary. The Government may reject any or all offers if such action = and waive informalities and minor irregularities in offers received. = The award will be made based upon adherence to system = specifications/requirements, lowest price, and delivery time after = receipt of order. The contractor must include a completed copy of the = provision of FAR Clause 52-212-3, Offeror Representations and = Certifications Commercial Items with its offer.
