- Description
- The Marine Corps Systems Command (MARCORSYSCOM), Combat Support Logistics Equipment Directorate, (CSLE) has a requirement for Improved Utility Gloves (IUG). MARCORSYSCOM conducted a market survey during March 2001 to identify vendors interested in producing a lightweight utility glove. As a result MARCORSYSCOM received sample gloves from several manufacturers. This notice is to advise other vendors of the possible business opportunity and offer all vendors an opportunity to provide samples for the upcoming two-phase testing and evaluation process. The process is defined as follows: PHASE I: The glove samples must meet the following mandatory criteria in order to be forwarded for the laboratory tests: All interested firms must submit twelve pairs of sample gloves, size large, within (30) days of the date of this announcement to participate in the first screening process. The samples will not be returned. The sample IUG gloves must not exceed a weight of 8.90 ounces per pair. (See Light Duty Glove (NSN 8415-01-310-733X). The sample IUGs that meet the following mandatory submission criteria will be forwarded for government laboratory testing. Glove submissions will be comparatively tested in order to determine which candidates meet or exceed the performance parameters of the current Light Duty Glove. Laboratory testing will be conducted in accordance with recognized test methods. Performance parameters are as follows: 1. The gloves must be as durable as the current Light Duty Glove (NSN 8415-01-310-733X). 2. The IUG must not interfere with hand movement. 3. The IUG must be water resistant. The USMC anticipates the IUG will also meet the following value added enhancements: 1. Provide heat resistance protection from operational activities. 2. The glove will be colorfast. 3. The sample gloves may include a fastener to securely join gloves to each other and connect to a Marine's individual load bearing equipment. Industry participation and glove submission during PHASE I will be at no cost to the Government. Firms submitting sample gloves will be notified of their test results upon request. MARCORSYSCOM anticipates a commercial off the shelve(COTS) product of natural or synthetic material to meet these requirements. PHASE II. A limited number of glove manufacturers will be down selected based on Phase I performance results. Successful candidates will advance to PHASE II of the process. During PHASE II, the Government will issue purchase orders to the successful PHASE I candidates to purchase approximately 150 pairs for the field evaluation. During PHASE II the Government will evaluate the candidates' capability to meet the following requirements: 1. The IUG must allow the Marine to perform work associated with field duties. Field duties include, but are not limited to patrolling, handling and firing small arms and machine guns, preparing defensive positions (digging and filling sand bags), attaching and detaching individual Marine load bearing equipment, writing, and adjusting settings on radios and other warfighter equipment. 2. The IUG must be compatible with the current Marine Corps Improved Glove Insert (MC-PD-306-39) (NSN 8415-01-463-2XXX). 3. The IUG must fit the 5th percentile female through 95th percentile male Marine. 4. The IUG must be subdued in color. Upon completion of the field evaluation (PHASE II), the Government anticipates issuing an ID/IQ Firm Fixed Price (FFP) commercial solicitation to only those manufacturers that provided gloves that passed both the laboratory and field testing. (PHASES I and II). The Government may award to one or more contractors from the anticipated solicitation. If awarded to more than one firm, the Government may compete orders for production gloves amongst the selected contractors. Important: Only those firms responding to this request for information will be issued the Request for Proposal/Solicitation after completion of all testing. Interested parties are required to submit sample gloves for PHASE I no later than July 05, 2001 to the following: Commander, Marine Corps Systems Command, Attn: Contracts Directorate (CTQ/P. Hake), 2033 Barnett Avenue, Suite 315, Quantico, VA 22134-5010. FedEx or UPS deliveries are to be sent to Commander, MARCORSYSCOM, 3014A McCawley Avenue, Quantico, VA 22134-5010. No solicitation document currently exists. Successful completion of this process is based on availability of funding.
