- Description
- The National Oceanic and Atmospheric Administration (NOAA), National Polar-Orbiting Operational Environmental Satellite System (NPOESS), Integrated Program Office (IPO), proposes to enter into a contract with University of Wisconsin, Space Science and Engineering Center (SSEC) in Madison, WI, for continued support to the IPO for participation in the NPOESS Calibration and Validation with a broad scope of involvement aimed at providing system performance verification and risk reduction. SSEC and its Cooperative Institute for Meteorological Satellite Studies (CIMSS) have a long history of supporting the development of new and innovative approaches for operational weather satellites, and represent many years of unique, hands-on experience that contributed significantly to setting the stage for the sounder advances of NPOESS. The proposed calibration and validation effort is divided into the following more specific task areas: 1) Cross-track Infrared Sounder (CrIS) Characterization and Calibration Participation, 2) Field Campaign Participation to Collect Atmospheric Data Sets for Validation Technique and Algorithm Testing, 3) Development and Implementation of Aircraft Instrument Performance Improvements, 4) Validation Algorithm Development and Testing, 5) Forward Model Refinement, 6) CrIS Instrument Trade-offs and Evolution Evaluation, and 7) Training and Mentoring. The authority for execution of this proposed contract by NOAA is 41 U.S.C. 253(c)(1), "only one responsible source and no other supplies or services will satisfy agency requirements". The term of the contract will be for 12 months, with three (3) 12-month options for extensions to the term of performance to cover the pre-launch period of the NPOESS Preparatory Program (NPP). Any other party desiring consideration for this requirement must identify its full capability in writing to the Contracting Officer within 45 days of this publication.
