Description
The Army Atlanta Contracting Agency proposes, to acquire on an "other than full and open competitive" basis, a research and development program entitled Research and Development Technical Support Services.' The objective of the program is to provide Research and Development Support Services to the Computational and Information Sciences Directorate (CISD) of the Army Research Laboratory (ARL). The research and development technical support services to be performed under the Performance Work Statement consist of the following: scientific and exploratory research, investigations, applied demonstrations and evaluations of theories within various scientific classifications; methods, dynamics, designs and developments relative to management information, computer science and communications techniques, locating and providing assessments of new management information, computer science and communications techniques, including useful suggestions for applicability, preparation and development of hypotheses, conducting empirical studies, and developing costing techniques, development and comparison of alternatives and preparation of findings, and investigation of management information systems and organizational structures, including appropriate behavioral research implications, and administrative support service. The proposed action is a follow-on requirement to Contract Numbers DAKF11-97-D-0001 and DAKF11-96-C-0018. The timeframe for this effort will cover a base period of one (1) year from 01 October 2001 to 30 September 2002 with four (4) one-year options periods. A noncompetitive award to Georgia Institute of Technology, Atlanta, Georgia is intended pursuant to 10 U.S.C. 2403 (c)(3) in an effort to maintain an essential engineering, research, or development capability previously provided by an educational or other nonprofit institution, or a federally funded research and development center. The facilities, equipment, experience and access of staff provided by Georgia Institute of Technology in support of CISD and ARL efforts are of a highly specialized nature vital to successful performance of the proposed efforts and uniquely available from Georgia Institute of Technology. This follow-on award will maintain essential research and development capabilities which have been provided to the Army Research Laboratory by the Georgia Institute of Technology for the past 23 years.
