Description
This notice is issued in advance of a full and open competition=20 Request for Proposal (RFP) for the purpose of seeking qualified sources = for an upcoming acquisition and announcing GPS III Industry Days for = the next effort of the GPS III program, the Component Advanced = Development (CAD) effort. SCOPE: The USAF Space and Missile Systems = Center NAVSTAR GPS Joint Program Office (GPS JPO) requires the = continuing modernization of the GPS system. The GPS III development = will continue the Concept Technology and Development Phase with a = Component Advanced Development (CAD) (acquisition Phase A) effort aimed = at reducing system risk for the development of a flexible and robust = system of systems for Position/Velocity/Timing (PVT), Nuclear Detection = System, and other civil/military missions. The scope of this effort = includes the entire GPS system. This includes, potentially, changes to = the operational control, ground support, space constellation, = signals-in-space, user equipment standard interfaces, and user = equipment segments. The contractor(s) will be required to identify and = reduce system and component risk through planning and integration, = program management, systems engineering, and life cycle cost of their = architectural solution(s) to satisfy a Government provided Draft System = Specification (DSS). The DSS will be provided in the RFP. Major = events in this phase will include a System Design Review (SDR) and = system Preliminary Design Review (PDR). The contractor(s) and/or = contractor team(s) shall reduce the system risk including all = associated planning and integration risk analyses as well as life cycle = cost profiles. The Government is planning to downselect from this CAD = effort to a single contractor demonstrating the best capability to = further develop the GPS III system and assume a Lead System Integrator = (LSI) role. The government, in concert with the contractor(s), will = determine the scope of the LSI effort during the CAD effort using an = IPT approach. LSI may include responsibility for development, = production, and support of the GPS III and legacy systems. The LSI = requirement is flexible and may use an incremental approach. = Increasing responsibility may be transferred to the contractor team = only after demonstrating competence in LSI tasks. SECURITY = REQUIREMENTS: This effort will require access to and processing of = classified information up to and including TS/SCI (Top Secret/Sensitive = Compartmented Information) and SAP/SAR (Special Access Program/Special = Access Requirements) security requirements. This acquisition may = involve data that are subject to export control laws and regulations. A = foreign disclosure review of the technical data has not yet been = accomplished. If the review determines that data are subject to export = controls, only contractors who are registered and certified with the = Defense Logistics Services Center (DLSC) shall be provided copies of = the solicitation or other data subject to foreign disclosure = restrictions. Contact the Defense Logistics Services Center, 74 = Washington Avenue N., Battle Creek, Michigan 40917-3084 = (1-800-353-3572) for further information on the certification process. = You must submit a copy of your approved DD Form 2345, Military Critical = Technical Data Agreement, with your request for the solicitation. = PROGRAMMATICS: In order to assess potential conflicts of interest, = prospective primes will be required to submit tentative teaming plans = along with the statement of capability described below. Contractor = teams should include members with expertise in all aspects of the GPS = system?space, ground control, and user equipment. Efforts should be = made to include small and small disadvantaged, service disabled = veteran, and emerging technology companies. It is contemplated that up = to two (2) $100 million Component Advanced Development cost type = contracts will be awarded in January/February 2002. The Government is = soliciting feedback from industry on contract type. The expected = period of performance will be a minimum of 24 months. The GPS JPO = anticipates issuing a draft RFP in late July with the final RFP being = issued in late September. STATEMENTS OF CAPABILITY/TEAMING PLANS: All = offerors interested at a prime and subcontractor level are required to = submit a statement of capability documenting their ability to meet the = requirements of this planned acquisition. Current GPS III contractors = need not re-submit a statement of capability. The statement of = capability is not to exceed ten pages in length. In addition, prime = contractors should submit prospective teaming arrangements. Statements = of capability and teaming plans should arrive at SMC/CZK, 2435 Vela = Way, Suite 1613, El Segundo CA, 90245, Attn: Vonda Drake, no later June = 12, 2001. INDUSTRY DAYS: In anticipation of the release of an RFP in = September 2001, the GPS JPO will sponsor GPS III Industry Day on June = 19, 2001, where the government will present an overall GPS III program = strategy. This will be followed by one-on-one sessions with = prospective prime and subcontractors to discuss their concerns and = issues with this planned acquisition. Time for these sessions must be = scheduled in advance with Vonda Drake no later than June 12, 2001. The = JPO asks that attendance at the one-on-one sessions be limited to 12 = people from the prospective prime and subcontractor teams. Please = e-mail, at a minimum, the following information to Vonda Drake and = Tommy Gates: (1) company name, (2) list of attendees and position = title, (3) level of interest (prime versus subcontractor), and (4) = whether one-on-one discussions are desired. Updated GPS III = information, to include more detailed information on industry days, = will be posted on the GPS III site located through the NAVSTAR GPS JPO = Homepage at http://gps.losangeles.af.mil/. Draft RFP components (Draft = Sections L/M and SOO) for the Component Advanced Development = acquisition will be distributed (tentatively) at the Industry Day. An = Ombudsman has been appointed to hear concerns from potential offerors. = The purpose of the Ombudsman is to receive and communicate concerns = from potential offerors when an offeror prefers not to use established = channels to communicate his/her concern during the proposal development = phase of this acquisition. The Ombudsman will communicate certain = offeror issues, disagreements, and recommendations on this acquisition = into the proper channels. The Ombudsman?s role is not to diminish the = authority of the program director or the contracting officer but to = advocate an offeror?s concern on a non-attribution basis. The = Ombudsman will maintain strict confidentiality as to the source of the = concern when requested by the offeror.
