- Description
- This is a combined synopsis/solicitation prepared in accordance with FAR Part 13. No RFQ will be prepared or made available. The Government intends to award, on a Sole Source basis, an order to Biomimetica-Dorian Houser for analysis and modeling of marine mammal sensory and behavioral data in accordance with the below statement of work. STATEMENT OF WORK. 1.0 Introduction. Biosciences Division Code D35, SPAWAR Systems Center, San Diego (SSC SD), is the home of the Navy Marine Mammal Program. The Marine Mammal Environmental Support Program Office Code D3501E (MMESPO) within D35 is requested to provide scientific support to Fleet environmental compliance issues on a regular basis. The current tasking requires the analysis of marine mammal biological data, and application of those analyses to development and evaluation of computer simulations of marine mammal behavioral and sensory processes. 2.0. Scope. The contractor shall provide science and technology research and technical writing services necessary to analyze, model, and evaluate computer simulations of marine mammal sensory systems and behavior that may be included as a component of an environmental compliance decision aid. 3.0. Technical Requirements: the contractor shall provide support to accomplish the tasks outlined below: 3.1. The contractor shall conduct primary literature search necessary to compile a bibliography summarizing the hearing capabilities of every known marine mammal species. These species will include all members of families Odontocetae, Mysticetae, Phocidae, Otariidae, Odobenidae, Dugongidae, and those members of families Mustellidae and and Ursidae that are considered by the Marine Mammal Protection Act. 3.2. For each species, information pertaining to their hearing ability shall be surveyed and summarized. 3.3. The contractor shall model movement of marine mammals using location, spatial, temporal, social, and possibly anthropologic factors. Species of interest are bottlenose dolphins (Tursiops truncatus), gray whales (Eschrictius robustus), blue whales (Balaenoptera musculus), and California sea lions (Zalophus californianus); and primarily populations associated with the Southern California Bight. Movement and supporting data will be extracted from existing theodolite, GPS, and satellite telemetry databases. 3.4. For each species, develop predictive algorithms and integrate those rule-based movement algorithms into the Office of Naval Research "Effects of Sound on the Marine Environment" (ESME) modeling architecture. 3.5. The contractor shall provide technical support to the SSC SD project leader in developing integration of the above information with other relevant technical documents, by request of the Technical Coordinator. 4.0. Deliverables. The contractor shall provide deliverables in accordance with the attached Contract Data Requirements List (CDRL), DD Form 1423. 5.0.Other considerations: 5.1. Travel. Travel will be required to complete the technical tasks required above. All travel shall be reviewed by the Technical Coordinator at helweg @spawar.navy.mil before commencement of travel. Contractor and government sites (San Diego, CA). 5.4. Security Statement. All work under this order shall be UNCLASSIFIED. 5.5. Period of Performance: The contract deliverable is required to be delivered NLT 90 days after contract award. 5.6.
