- Description
- DESCRIPTION: The National Institute of Standards and Technology = (NIST), on behalf of the Technology Administration, plans to issue an = order on a sole source basis to the National Academy of Science's = (NAS), Board on Science, Technology and Economic Policy (STEP), = Washington, DC. The purpose and objective of this requirement is to = provide partial funding, along with several other Government = Departments and agencies, to support the NAS/TEST program developed to = study the effects of university patenting and licensing on industry = commercialization and research. The Department of Commerce is = interested in promoting analysis and understanding of the issues = arising from research collaborations and technology licensing between = industry and universities. The Science, Technology and Economic Policy = Board of the National Academy of Science has, in the past year, = conducted a successful public program and sponsored research into = intellectual property issues generally and is now preparing to conduct = a detailed program on the subject of university and industry research = interactions. The program will address all of the issues that the = Department is interested in seeing illuminated for public discussion. = In the intellectual property area, the STEP has become an important = forum for thoughtful discussion. Because of its Academy affiliation, = it has the status to bring together the senior representatives of = industry, government and academia to discuss these topics. This notice = of intent is not a request for competitive proposals. No solicitation = package will be issued for this requirement. The anticipated award = date of the order is on or about 10 days from the date of this notice. = See Note 26.=20
