- DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to = acquire from K-Form Inc., 9a Acacia Lane, Sterling, Virginia, 20166 on = a sole source basis, under the authority of Federal Acquisition = Regulation (FAR) Subpart 13.106-1(b) Soliciting from a Single Source, = fourteen (14) changes in proprietary source code of KFORM32 Project = Manager Software, to be implemented on the current system already owned = by NIST. The applicable NAICS code for this acquisition is 541511, and = the size standard is $18 million. This action is NOT set aside for = small business. The period of performance shall be approximately 13 = months from date of award. Inspection and acceptance by NIST end users = will take upon delivery and acceptance of each CLIN. The acquisition is = needed by the Fabrication Technology Division (FTD) of the = Manufacturing Engineering Laboratory at NIST. FTD's mission is to = provide one-of-a-kind instruments and apparatus to NIST scientists and = engineers on a work order basis. This requirement is a follow on for a = requirement to install a new work order tracking system. The recently = purchased KFORM32 Project Manager Software needs functions required for = the overall management of job operations, time management, and job = costs throughout FTD, including estimating, real job tracking, spare = parts tracking, and employee time keeping. Changes to the basic = software package are needed because data fields in the current FTD work = order systems are not identical to the data fields in the KFORM32 = Project Manager Software. Therefore, modifications to the KFORM32 = software must be performed before actual production implementation can = begin in the FTD. Modifications include the transfer of payroll and = work order accounting data to the NIST accounting systems. The basic = source code for KFORM32 Project Manager is proprietary and under sole = ownership of KFORM Inc. Therefore no other vendor is considered able to = meet the requirement. The Government anticipates the award of a = firm-fixed price purchase order. Written responses to this synopsis = shall contain sufficient documentation to establish a bonafide = capability to fulfill the requirement. A solicitation is not available. =
