- Description
- The Corporation for National Service is seeking a vendor to provide and house an on-line system to ease communications between one of its programs (AmeriCorps) and that program's constituents (i.e. an e-community). This e-community will give the Corporation the ability to contact AmeriCorps Members and alumni, access data and information on-line, and administer Office of Management and Budget (OMB) approved forms. Since the Corporation for national Service is a federally funded executive agency, it cannot endorse or support non-government services or materials. Therefore, it cannot allow advertisements, promotions, or other endorsements on the e-community or endorse the vendor as part of a contract. The proposed start date for this on-line system is October 1, 2001. The vendor will be expected to provide the following services: a secure, Oracle base or compatible on-line database of 200,00+ e-community members; seamless transition from the AmeriCorps web site to the contractor's site; ability to adapt and post customized forms that meet OMB standards; varied access levels for administrators, staff and e-community members; monthly reports on site and page usage, user demographic profiles and visitation rates; ability for e-community members to register, update and release or suppress information; customizable interest profiles for e-community members; targeted and broadcast e-mail capabilities to e-community members; ability to design, develop, and administer surveys and questionnaires on an as needed basis; on-line job postings; matching system for mentors or housing-match interest profiles by member identified preferences; ability to create multiple discussion groups on issue specific topics searchable by keyword, subject, and/or date, etc; ability to provide short and long-term discussion groups or chats; and the ability to adapt and post Corporation designed tutorials or interactive training. Interested persons must provide to the POC listed in this notice a capability statement demonstrating its ability to perform this requirement with references.
