Description
Fleet and Industrial Supply Center (FISC) Norfolk Detachment Philadelphia intends to acquire on a sole source basis pursuant to FAR 6.302-1, for Naval Supply Systems Command (NAVSUP), Mechanicsburg, PA, Operations Management for the Navy Sponsor-Owned Material (SOM) Program. The support services are to provide the functional and technical expertise to efficiently manage the daily operations of Navy's SOM project, its deployment to additional sites, its upgrades to meet the various or unique functional requirements, and its interface with the Navy supply system and the Joint Total Asset Visibility (JTAV) objectives for interservice visibility. It is anticipated that a labor-hour type contract will be utilized for this requirement. The anticipated contract will be for a base period of one year and will contain provisions for two additional one-year options. It is anticipated that each contract year will consist of one man-year of effort. Personnel qualifications for the requirement are as follows: The Sponsor-Owned Material (SOM) Program Operations Manager must have extensive logistics background at the senior officer level, and must be computer and technology literate and familiar with Navy logistics systems. Specifically, he must have at least fifteen years experience managing the development and implementation of Navy logistics systems, coordinating requirements between the Naval Supply Systems Command (NAVSUP); its central design agency and principal government software development arm -- the Fleet Material Support Office (FMSO); and commercial software developers. He must have extensive knowledge and at least five years experience working with DoD Total Asset Visibility (TAV) initiatives. He must have at least three years experience with systems development on the Joint Computer-Aided Acquisition Logistics System (JCALS), and at least five years Weapons Management experience at Navy Hardware Systems Command (HSC) or Inventory Control Point (ICP). He must also have experience working with and briefing Senior Military Officers, and conducting training and briefing military officer and enlisted personnel. Because Atlantic Pacific Group (APG) is considered to be the only source with the requisite expertise to perform the requirement, the Navy intends to process the requirement as a new sole source contract with APG. The applicable SIC is 541330 ($20.0 million). See numbered Notes 22 and 26.
