- Description: THIS SOLICITATION IS BEING ISSUED ON AN "UNRESTRICTED BASIS, INVITING FULL AND OPEN COMPETITION". The project title is "REPAIR APRONS, RUNWAYS AND TAXIWAYS, NAVAL AIR STATION, WHITING FIELD, MILTON, FLORIDA". This project repairs areas of airfield pavement at both North and South Fields of Naval Air Station Whiting Field, and consists of the following items of work: Demolition of asphalt and concrete pavement and existing airfield lighting system; milling of asphalt pavement; asphalt and concrete pavement construction; construction of airfield lighting; earthwork; grassing; spall repairs in concrete pavement; resealing of joints in concrete pavement; placement of mooring eyes in both asphalt and concrete pavement; slab replacement; construction of new drainage system; new airfield markings and other miscellaneous required work. The price will be structured with a Base and Two Options as follows: CLIN 0001 (BASE) -- R-98, Repair Aircraft Parking Apron North Field; SUBCLIN 0001AA -- Repair Taxiway, North Field; SUBCLIN 0001AB -- Repair Runway 1432, North Field; SUBCLIN 0001AC -- Repair Aircraft Parking Apron; SUBCLIN 0001AD -- West Ramp Parking Apron; CLIN 0002 -- Option 0001 -- Overlay Runway 5/23; CLIN 0003 -- Option 0002 -- Overlay Runway 1432; CLIN 0004 -- Markups. Options (if awarded) will be awarded within 120 calendar days after award of initial (base) contract. The entire solicitation including plans and specifications, will be available for viewing and downloading from the Internet approximately 02 July 2001. The Internet address is http://www.esol.navfac.navy.mil. Prospective offerors are encouraged to register themselves on the web site. The official plan holder's list will be maintained and can be printed from the web site. Amendments will be posted on the web site for downloading. This will normally be the only method of distributing amendments; therefore, IT IS THE OFFEROR'S RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION. All inquiries and questions pertaining to the solicitation must be submitted in writing to the address noted above. To obtain a copy of the solicitation, you must register on the website and download the information. NO PAPER COPIES WILL BE ISSUED. This solicitation is formatted as a request for proposal in accordance with the requirements designated by FAR 15.6 for a negotiated procurement. The award of this procurement will be accomplished using the Source Selection Procedures that result in the BEST VALUE to the Government, price and technical factors considered. The Government reserves the right to reject any and all proposals at any time prior to award; to negotiate with any one or all proposers; to award the contract to other than the proposer submitting the lowest total price; and to award a contract to the proposer submitting the proposal determined to be the most advantageous to the Government. Proposers will be evaluated on Technical Factors as follows: Factor A -- Technical Qualifications; Factor B -- Past Performance; Factor C -- Scheduling; and Factor D -- Small Business Subcontracting Plan. PROPOSERS ARE ADVISED THAT IT IS DEFINITELY POSSIBLE THAT AN AWARD MAY BE MADE WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Therefore, each initial offer should contain the offeror's best terms from a price and technical standpoint. Offerors should not assume they would be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. However, the Government reserves the right to clarify certain aspects of proposals or conduct discussions providing an opportunity for the offerors to revise their proposals. Firms submitting technical and price proposal will not be compensated for specifications. A PRE-PROPOSAL CONFERENCE IS SCHEDULED FOR 0900 -- WEDNESDAY, 11 JULY 2001 AT THE PUBLIC WORKS DEPARTMENT, BUILDING 1418, 7151 USS WASP STREET, NAVAL AIR STATION WHITING FIELD, MILTON, FLORIDA.
