Description
Defense Supply Center Richmond (DSCR) is currently seeking vendors to participate in the DLA ON-DEMAND MANUFACTURING PROGRAM, which is based on establishing agreements with vendors for their MANUFACTURING CAPABILITY in advance of actual requirements. The program is designed to streamline the procurement of non-stocked items through the use of Basic Ordering Agreements (BOAs) with suppliers. Input used to capture suppliers' manufacturing capabilities will include: DLA items previously supplied to the Department of Defense (DoD), DLA items previously supplied to prime contractors and capabilities each supplier is deemed to have based on DLA's analysis of these previously supplied items. These capabilities will be used to generate an additional list of items which DLA infers that the supplier may be able to provide. This complete list of previously made items and inferred items will form a supplier's ODM catalog. Under this procurement, the ODM program is encouraging many different types of sources of supply for DLA-managed items to submit proposals. Of particular interest are the capabilities to manufacture the following types of products:  Aircraft structural components;  Rings, shims and spacers;  Unmounted plain bearings;  Unmounted anti-friction bearings; and  Miscellaneous aircraft accessories and components. The ODM Request for Proposals (RFP) was issued by DSCR in September 2000 and the solicitation period will remain open until September 26, 2001. Closing date and time for receipt of proposals are hereby established as 3:00 p.m. EST on the last business day of each month. Proposals may be submitted at any time during the solicitation period. The RFP and its Amendment 0001 are available for download at: http://www.dscr.dla.mil/proc/odm/REG.htm, or vendors may contact the contract specialist via the email link shown in block 20 below to request a hard copy or emailed copy. DSCR anticipates issuing multiple awards as a result of this procurement. The award type will be a Basic Ordering Agreement (BOA) covering a base period of 3 years plus 2 one-year option periods. The solicitation is being issued on an unrestricted basis. Other than full and open competition may apply to specific items. Numbered notes 8, 9 and 12 apply. Vendors will be solicited via on-line ODM Requests for Pricing and Delivery Estimates (RPDEs) through the DoD EMALL (https://emall.prod.dodonline.net/scripts/default.asp) with specific quantities, units of issue, required delivery times, special testing/qualification requirements and quality assurance requirements at the time of actual firm requirements. In addition to manufacturing capability, vendors are required to have minimum electronic commerce capabilities to participate in the ODM program, as outlined in the Statement of Program Requirements contained in the RFP. Please refer to the solicitation for complete program requirements. All responsible sources may submit a proposal which shall be considered by the agency.
