Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation RFQ 09-01-133 is being issued as a request for quotations. This solicitation document incorporates provisions and clauses are those in effect through Federal Acquisition Circular 97-22 (Replacement Pages) dated May 11, 2001. This solicitation is set aside for small business. NAICS code is 421430. Size standard is 500 employees. Items are to be delivered and accepted at the Lassen National Forest in Susanville, CA. Exact location to be made available at the time of award. The following FAR provisions are applicable to this solicitation: 52.212-1, Instructions to Offerors-Commerical; FAR 52.212-2, Evaluation-Commercial Items, is applicable as follows: The following factors shall be used to evaluate offers: 1. Technical; 2. Delivery; 3. Past Performance; 4. Price; Based upon the evaluations, the offeror who represents the best value to the Government will be accepted. Delivery will be evaluated upon the Contractor's ability to initiate delivery within 30 after receipt of order. Past Performance will be considered as it related to the Contractor's inability to provide similar items. FAR clause 52.212-3 Offeror Representations and Certifications-Commercial Items (provide with offer). FAR clause 52.212-4 Contract Terms and Conditions-Commercial Items,: FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. The contractor shall be asked to provide a warranty for the items to be provided as well as work-week technical support and training in Susanville, CA for approximately 6 employees. The solicitation is for Call Accounting Software with the specifications as listed: Item 1 equal to or better than Microcall TLR 500 Extention Lines, 3 each; Item 2-Equal to or better than Microcall 100 extention, 9 each; Item 3-Training. The salient features considered when determining equal to or better are: PC based call accounting, automatic operation, remote network administration over LAN or WAN, automatic distribution of reports via email, toll fraud alarms, TCP/IP connectivity, custom reporting, ANI compatibility, Interfaces with Mitel PBX, Technical Support available Monday through Friday, Ability to consolidate and reconcile multiple call records from PBXs networked over ties lines and centralize administrative functions on host computer.
