Description
Subject Technical Assistance to the Albany Research Center (ARC), U.S. Department of Energy (DOE), for ES&H Activities. The U. S. Department of Energy, National Energy Technology Laboratory (NETL), Pittsburgh, PA intends to award a purchase order on a sole-source basis to Technical & Professional Services Inc, Fayetteville, TN. to provide all material, support, work or services in accordance with the following statement of work: STATEMENT OF WORK: Technical Assistance to the Albany Research Center (ARC), U.S. Department of Energy (DOE),for ES&H Activities. Detailed Task: The redefined roles of ARC management require that the organization revise its ES&H management plans and related management systems. ARC is responsible for developing/maintaining an Integrated Safety Management (ISM) System, which requires the support of an individual with proven technical expertise and organizational planning experience. Task Description: 1. Provide the technical support and assistance to ensure the continued development of an ISM system and related documentation. These documents must effectively communicate the specific policies, goals, requirements, results, feedback, and continuous improvement of the ISM system; 2. Provide technical assistance to the ARC management in evaluating the existing ISM system as measured against DOE requirements; 3. Provide technical assistance to enhance the existing system to better conform to existing DOE requirements: 4.Continue to develop those elements of the ISM system that are needed to address deficiencies identified at ARC. This will be based on feedback and continuous improvement mechanisms in place at ARC, as well as future internal/external assessments and gap analyses. It is anticipated that the following deficiencies will be addressed: a. development and implementation of Functional Area Plans, b. development and implementation of the ARC training, management, and assessment programs, c. development, planning, and implementation of the ARC Maintenance Plan, and d. identification and development of a schedule of DOE ES&H reports that may be required from ARC during June December 2001. Technical Expertise Requirements: One technical expert is required with the following professional experience: -- extensive expertise in environmental, safety, and health program and requirements for DOE; -- extensive experience in the design of planning tools and the development of strategic and multi-year program implementation plans; and -- the ability to tailor implementation plans to small facilities while still meeting DOE requirements. Task Completion/Deliverables: Reports and plans of ARC requirements to matching DOE requirements, with identification of deficiencies and recommended plans for future improvements to the existing system. Time Frame for Completion: This task should begin immediately and is expected to continue through December 2001. Travel Requirements and Hours: Locations, durations, and dates will be determined. It is expected that at least 3 trips from point of origin to ARC will be required. This purchase order is being issed to Technical & Professional Services, Inc because of continuation of services, criticallity of the support, due to learning curve acquisition from an alternate source cost wold be significantly higher. This request is considered to be a sole-source to Technial & Professional Services, Inc. Therefore, no solicitation shall result from announcement procedure.
