Description
Sources are being sought for small business concerns to participate in the Maintenance, Repair, and Rehabilitation (MRR) program at Department of Defense (DOD) and other federal installations in the United States and Puerto Rico. A similar, but separate, sources sought is being issued under the Medical Repair and Renewal program for small business concerns experienced in performing projects at medical facilities (i.e. specialized medical systems, qualifications/experience with JCAHO, and other general work). These concerns must be experienced in planning, incidental design, managing, and executing remediation services/construction projects to include facility repair, renovations, improvements, conversions, etc. at non-medical facilities. A limited amount of MRR related projects such as roofing, paving, etc. might be required at medical facilities. Respondents are not required to have Joint Commission of Accreditation on Health Care Organizations (JCAHO) qualifications/experience with specialized medical equipment. Types of systems and equipment encountered include chillers, generators, utility, fire alarm, boilers and HVAC systems and other major facility related equipment. Also, upgrade to more energy efficient, window, door, and lighting systems as well as perform duct cleaning, lead abatement, asbestos abatement/removal/disposal; and replacement of flooring and roofing systems, paving and architectural upgrades, and similar efforts. This effort is part of an anticipated five-year MRR requirement. The Government intends to award multiple Indefinite Delivery, Indefinite Quantity Contracts (IDIQ) awards (with firm-fixed-price or time-and-materials pricing) that provide quick response capability for the MRR program. A determination of the number of small business award(s) and the amount(s) awarded to small business will be made after careful evaluation of respondents' capability statements. Small business award(s) are valued at an estimated maximum of eight (8) million dollars annually with a total contract value at an estimated maximum of forty (40) million dollars for the life of the contract. Fair consideration will be given to making small business award(s). Other awards will be unrestricted. Prospective sources shall be required to demonstrate independent capabilities, and/or via subcontract or teaming arrangements as follows: (a) determine qualifications as a small business/small disadvantaged business/hub zone (North American Industry Classification System Code 233320: maximum 27.5 million dollars annual sales). The agency will apply FAR 52.219-14 to assess small business concern eligibility; (b) capability to obtain the requisite performance/payment bonds; (c) past technical experience in performing and/or managing MRR related type services/construction: submit list of relevant projects performed in the last five (5) years with brief summary to include point of contact (POC), dollar value, and location; (d) experience in developing an acceptable approach, drawings and/or preliminary sketches with supporting data (i.e. work plans) for performing and executing the work; and(e) demonstrated corporate experience and knowledge in managing MRR related type programs to include personnel. Concerns are expected to have or subcontract for personnel experienced in the following fields: architectural, civil, cost estimating, electrical/electronic, environmental, mechanical, safety, and structural, as well as personnel with technical writing/editing skills, and an industrial hygienist; (f) experience in developing schedules, quality control plans, safety plans, methods of cost control, the capability to provide engineering drawings on a computer-aided design and drafting system (CADD), and the capability to provide quality assurance(QA) oversight of subcontractor or other contractor work. This notice is for information and planning purposes only. It does not constitute a solicitation, and shall not be construed as a commitment by the Government. Respondents shall have fourteen (14) business days from date of publication to submit six (6) copies of capability statements addressing paragraphs (a) through (f) above.
