- Description
- This is a sources sought synopsis to gain knowledge of potential qualified small business sources and to determine if they can effectively compete for awards under the multiple award solicitation. Depending on the number of qualified responding small business concerns, this agency will reserve one or more awards for small businesses. The U.S. Army Engineering and Support Center, Huntsville, Alabama, is seeking sources for potential contracts to provide support for the repair/renewal programs at U.S. government medical facilities (in particular, U.S. Army and Air Force, but not limited to these facilities). These repair/renewal programs address reduction of energy consumption and repair and maintenance of government facilities in the Continental United States, Hawaii, Alaska, the Bermuda Islands, the Virgin Islands, Puerto Rico and Panama. The anticipated work is to replace aging chillers, generators, fire alarm systems, and other major equipment, upgrade lighting, windows and doors with more energy efficient models, perform duct-cleaning, provide roofing and flooring replacements, lead abatement, asbestos abatement/removal/ disposal, paving, architectural upgrades and similar efforts. Anticipated work also includes identification and/or validation of problems/deficiencies, preparation and design of method of correction and actual execution to repair/renew failing medical facilities. Anticipated work may include construction management, repair work, and limited design. Government medical facility repair/renewal shall conform to the requirements of the Joint Commission of Accreditation of Health Care Organization (JCAHO) Environment of Care Standards. The most applicable North American Industrial Classification System Code (NAICS) is 233320, Commercial and Institutional Building Construction, with a small business size standard of $27.5 million. The intended contract shall be multiple award, indefinite delivery/indefinite quantity (with either firm fixed price or time and materials task orders) and provide the government the option to extend each contract in one year increments for a base and four option years. It is anticipated that a contract award to a small business may be valued up to $5 million per year. Responses to this notice should include: 1. Company name 2. Address and point of contact 3. Size of business pursuant to NAICS Code 233320 (small, small disadvantaged, HUBZone, woman-owned or operated, service-disabled or veteran-owned, 8(a) certification). The agency will apply FAR 52.219-14 on assessing whether a small business concern is eligible under a small business set-aside. 4. Experience in performing and/or managing repair/renewal work at medical facilities, or other facilities, either as a prime, subcontractor, or in a teaming arrangement. Experience in developing an acceptable approach and work plan for performance and execution of the work. Previous experience must demonstrate the abilities to design. Experience in developing schedules, quality control plans, safety plans, methods of cost control. Experience in providing quality assurance over required effort. Submit most relevant projects performed in the last five years with brief summaries to include point of contact, dollar value and location. 5. Prospective offeror's ability to perform in certain geographical areas, for example, southwest or southeast United States. If prospective offeror is able to perform in all geographical areas noted in this announcement, so state. If not, concern should indicate which geographical areas where it cannot perform. 6. Capability of obtaining performance and payment bonds with estimated values up to $2 million per task order. 7. Would a pre-proposal conference be helpful to potential offerors? The government reserves the right to make a determination on whether to conduct this conference. 8. Please limit your responses to 6 pages (single spaced, front side only, no smaller than font New Times Roman size 12 or equivalent) and submit 4 copies. Do not include or attach brochures in addition to your response. Responses to this notice shall be mailed to the attention of Ms. Maria L. Vencill, USACE, 4820 University Square, Huntsville, AL 35816-1822 and received no later than 14 days from the issuance date of this synopsis. This notice is to help USACE in determining small business sources only. Large businesses need not respond. Your response to this sources sought synopsis is not a request to be considered for a contract award, be added to a prospective bidders' list, or receive a copy of the solicitation. When the solicitation is available, the solicitation announcement will be published in the Commerce Business Daily and Electronic Bid Solicitations (EBS) (http:www.hnd.usace.army.mil/EBS/ASP/AdvertisedSolicitations.asp). Responses to this sources sought announcement are not adequate responses to a future solicitation announcement. All interested parties must respond to that solicitation announcement separately from the response to this announcement. This is not a request for proposal and does not obligate the government to award any contract.
