Description

The Office of the Director, National Institutes of Health, intends to negotiate a five year contract with the American Asociation for the Advancement of Science to conduct a Fellowship to provide a unique opportunity for researchers who are United States Citizens to be introduced to the analysis, development, and implementation of policies that affect the conduct of medical research. The Fellows also will have an opportunity to further develop their understanding of the processes and mechanisms that NIH uses to support, manage, and coordinate research, research training, and communciations activities carried out by the agency. The program will help the agency by bringing in highly trained individuals who will contribute their scientific and technical expertise and external, fresh perspectives to national science and engineering programs. Statory authority: 41 U.S.C. 253 (c) (1), as set forth in FAR 6.302-1. The cited authority is applicable because of the uniqueness of the Fellowship. See Numbered Note 22.
