Description

THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART = 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a = Request for Quotation (RFQ). The solicitation document and incorporated = provisions and clauses are those in effect through Federal Acquisition = Circular 97-25. The associated North American Industrial = Classification System (NAICS) code for this procurement is 334519 with = a small business size standard of 500 employees. The National = Institute of Standards and Technology (NIST) has a requirement for a = neutron detector with construction and performance specifications set = forth herein. All interested offerors shall provide a quote for the = following line items: Line Item 0001: Quantity twenty-five (25) Neutron = Detectors with the following construction and performance = specifications: 1) Construction specifications: (a) Overall length =3D = 227mm; (b) Overall end diameter =3D 25mm; (c) Overall section =3D 25mm = round; (d) Electrical connection =3D HN type connector, 90? (right = angle); (e) Wall thickness =3D 0.5mm; (f) Wall material =3D Stainless = steel; (g) Active length =3D 150mm; (h) Active cross section =3D 24mm; = (i) Helium-3 pressure ? 6 bar. 2) Performance specifications: (a) Mean = operating voltage =3D 900 ? 1100 volts; (b) Gas amplification spread = =3D +/- 5%; (c) Plateau length =3D 300 volts; (d) Plateau slope =3D 0. = 7% per 100 volts; (e) Resolution =3D 10% FWHM; (f) Jitter =3D 0.3 = microseconds; (g) Risetime =3D 0.6 microseconds; (h) Background = count-rate =3D 8 counts per hour or less; (i) Efficiency @ 1.8 A =3D = 76%; (j) Efficiency @ 4.0 A =3D 94%. Line Item 0002: Quantity = twenty-five (25) Neutron Charge Amplifiers, Wire connection type with = the following performance specifications: (a) The amplifiers shall be = proven to be the optimal amplifier for the detector specified in Line = Item 0001; (b) All charge amplifiers shall be optimized for use with a = short wire connection between the detector (Line Item 0001) and the = amplifier. Line Item 0003: Warranty (Please state the warranty coverage = provided in your quote.), Quantity: Minimum of one (1) year. Line Item = 0004: Delivery FOB Destination: The contractor shall pack and mark the = shipment in conformance with carrier requirements, deliver the shipment = in good order and condition to the point of delivery specified in the = purchase order, be responsible for any loss of and/or damage to the = goods occurring before receipt of the shipment by the consignee at the = delivery point specified in the purchase order; and pay and bear all = charges to the specified point of delivery. The contractor shall = deliver all line items FOB Destination, to NIST, Building 301, Shipping = and Receiving, Gaithersburg, MD 20899-0001. Delivery shall occur = within 120 days after receipt of the purchase order. The Government = will award a purchase order to the lowest price technically acceptable = quote.
