- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number RFQ-023-4384-01 is issued as a request for quotations and incorporates provisions and clauses that are in effect through FAC 97-25. FAR 52.219-6, Notice of Total Small Business Set-Aside is applicable to this acquisition. The NAICS code applicable to this acquisition is 334516. For a company to qualify as a small business, the small business size standard is 500 employees. USDA, ARS has a need for a photosynthesis system. This system will be used to monitor photosynthesis, leaf gas exchange and stomatal resistance on small vegetables grown in the greenhouse and field. We will also examine the effect of flooding on root growth. In addition soil mineralization will be studied. t. Essential characteristics of this system must include: 1. System must be portable 30 lbs or less for all components used in the field. When assembled components should be no more than 30 inches long and 8 inches wide. 2. Must measure photosynthesis, transpiration, stomatal resistance and carbon dioxide. 3. The gas analyzer must have a sensor response time < 3 seconds. Must be able to control carbon dioxide (range, 0 -- 3000 umol/mol) and water (range, 0 -- 75 umol/mol) above and below ambient concentrations. 4. Must control temperature in the leaf chamber above and below ambient (range, 0 -- 50 C). 5. Light sensor PAR range 0 to 3000 umol/mol. Portable light source, white light preferred with an output range of 0 to 2000 umol/m2/s1. 6. Portable data storage system with real time analysis capabilities. Programable functions for gas, light, relative humidity and temperature control. 7. Battery system must support at least 5 hours of continuous usage. 8. Soil respiration chamber, minimum 900 cm3 volume and 8 cm diameter. 9. root measurement system (optional). Delivery is required within 8 weeks of award. Delivery is FOB Destination to Miami, FL. Descriptive literature showing the quoted item meets or exceeds all specifications included herein must accompany the quotation . The government anticipates award of a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforms to the solicitation and is most price advantageous to the government. PAYMENT: Any award made under this solicitation is subject to 31 CFR Part 208 which requires all payments made by the government to be made by electronic funds transfer. Vendors may meet this requirement by acceptance of government purchase cards or providing a Vendor Express Number. If a company has not previously enrolled in the Vendor Express Program with USDA, they should call the National Finance Center at 1-800-421-0323 for an enrollment package. The government will award a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforms to the solicitation and is most price advantageous to the government. All offers must include with their quotation a completed copy of FAR 52.212-3 and a statement that the VETS-100 report as required by FAR 52.222-37 has been filed. The following FAR clauses apply : Instructions to Offerors-Commercial Items, 52.212-2, Evaluation of Commercial Items awarded to a responsive/responsible offeror at a fair and reasonable price, 52.212-3, Offeror Representations and Certifications-Commercial Items; 52.212-4, Contract Terms and Conditions-Commercial Items. The following FAR clauses cited in 52.212-5 are applicable to this acquisition: 52.203-6, 52.203-10, 52.219-8, 52.222-26, 52.222-37, 52.225-3, 52.225-3, 52.225-9, 52.225-18, 52.225-21, 52.247-64.
