Description
The Fleet and Industrial Supply Center, Norfolk Naval Shipyard Annex, Portsmouth, Virginia is issuing a sources sought notice for a requirement for a clean room enclosure. Norfolk Naval Shipyard (NNSY) requires the addition of a new portable clean room enclosure capable of handling large heavy pieces of equipment that must be maintained at a high degree of cleanliness. The interior dimensions of this portable enclosure shall be 30 feet long by 31 feet 8 inches wide and approximately 41 feet high. In addition the enclosure shall also include a 10-foot high crane alcove that adds 10 feet to the enclosure length and extends the full width of the enclosure. The crane alcove will be used to house an overhead bridge crane and is to be equipped with a bolted/lift-off section that will be used by NNSY for installation of the crane after delivery of the enclosure. Basic construction shall consist of stainless steel interior walls, floor and ceiling with an exterior insulated steel panel skin. Structural beams, columns, and associated stiffeners shall be of painted carbon steel. The enclosure shall include a sloped 15 foot by 22 foot roof opening with a motorized roof hatch to support transfer of equipment to and from the enclosure using shipyard pier side dock cranes. Two personnel access doors shall be located at the floor level along with a 7 foot by 14 foot opening in the wall for movement of equipment. The accesses will need to be flanged for connection of a passageway to be added by NNSY after delivery. Personnel platforms are required on two interior walls to support facility servicing needs and provide access to the crane alcove. Access to platforms from the floor shall be made via a ladder equipped with a safety cage. A personnel platform with safety caged ladders on the exterior wall opposite the crane alcove is required to support personnel access to the enclosure roof. Electrical outfitting of the enclosure shall be included in the fabrication of the enclosure. The enclosure shall be electrically outfitted for 200 amp, 480 VAC service and 100 amp, 480 VAC service with 480/120 transformers. Electrical outfitting shall include lights, receptacles, and other power circuits, alarm and communication systems. The systems and equipment shall be in accordance with National Electrical Code (NEC) standards. Blanked openings shall be provided for heating, ventilation and air conditioning (HVAC) supply and return services that will be installed by NNSY. NNSY will provide drawings and specifications that require specific material and fabrication details for critical features of the enclosure while providing only general guidance in non-critical areas allowing the contractor to determine material and fabrication details. Contractor shall submit fabrication drawing for approval prior to the start of fabrication. Welding shall be in accordance with the American Institute of Steel Construction (AISC) specifications. Welding qualifications/procedures are subject to NNSY design approval. Weld joints are to be per American Welding Society (AWS) standards. The clean room enclosure sections must be outfitted with lifting padeyes for use during transport and setup. Padeyes will require load testing and NDT testing. NNSY expects the contractor to design, fabricate, and deliver the stainless steel lined, structural steel cleanliness enclosure to NNSY in sections that can be handled by a 60-ton crane. NNSY expects delivery to be via barge, however is open to suggestions regarding other methods of delivery and with final assembly by the contractor occurring at or near NNSY. Comments from Industry are welcomed.
