- EPA is proposing to award under the Simplified Acquisition, Small Business Set-Aside, a Fixed Price Purchase Order, to Conduct Acceptance Testing, Install Air Monitoring Instruments and Provide Training for Guatemala City, Guatemala STATEMENT OF WORK outlines tasks for the implementation of an EPA program to provide assistance to Guatemala City, Guatemala to improve air quality. Specifically, the contractor shall provide technical assistance to the University of San Carlos, a member of the Guatemalan Interministerial Air Quality Monitoring Service known as AEl Sistema de Vigilancia de la Calidad del Aire@ (SIVICA). Other members of this entity include the Ministry of Communications, Infrastructure and Housing through the National Institute of Seismology, Vulcanology, Meteorology and Hydrology (INSIVUMEH) and the Environmental Protection Agency (CONAMA), the Ministry of Public Health. The contractor shall repair and conduct acceptance testing for 50 donated, second-hand air monitoring and laboratory instruments, install 28 of these instruments at two different sites in Guatemala City and undertake a site visit to Flores in northern Guatemala, and train the technicians at the sites on how to operate and maintain the equipment to collect accurate data. The contractor shall install the instruments to meet internationally accepted siting criteria and will follow USEPA 40 CFR 58 criteria as closely as possible.EPA is providing technical assistance to SIVICA and in particular the University of San Carlos that is managing the air monitoring program for the City of Guatemala. Objectives: This Statement of Work has fiver objectives: 1).Store approximately 75 pieces of second-hand, donated equipment for a period of a year.2). Conduct acceptance testing for a total of 50 individual instruments for as many of the parameters for criteria pollutants including particulates (CO, O3, PM, TSP, Nox, Sox) for a full station based on available second-hand air monitoring equipment including laboratory equipment such as data loggers and balances and back up equipment for each of these parameters in case of malfunction:-Total Suspended Particulate(TSP)Samplers- Ozone (O3) Analyzers- Carbon Monoxide (CO) Analyzers-Campbell Data Loggers-Sulfur Dioxide Analyzers Particulate Matter 10 Samplers. 3).Repair including acquiring necessary spare parts for 28 instruments.4). Undertake shipping and handling for 28 pieces of air monitoring equipment to either Texas or Florida.5). Install 28 pieces of equipment at two different sites in Guatemala City to meet internationally accepted siting criteria and follow USEPA 40 CFR 58 criteria as closely as possible and conduct training of technicians to learn how to operate and maintain the equipment.Tasks:1. The contractor shall provide the EPA project officer with a schedule of activities within thirty days of receipt of contract. 2. The contractor shall store approximately 75 pieces of second-hand, donated equipment for a period of a year.3.The contractor shall conduct acceptance testing for a total of 50 individual instruments for as many of the parameters for criteria pollutants including particulates (CO, O3, PM, TSP, Nox, Sox) for a full station based on available second-hand air monitoring equipment and back up equipment for each of these parameters in case of malfunction. 4. The contractor shall repair and acquire necessary spare parts as needed for 28 instruments.5. The contractor shall prepare the handling and shipping of 28 air monitoring instruments to either Texas or Florida. 6. The contractor shall install 28 pieces of air monitoring instruments at two different sites in Guatemala City the instruments to meet internationally accepted siting criteria and follow USEPA 40 CFR 58 criteria as closely as possible. 7. The contractor shall conduct training of technicians who will operate and maintain the equipment.Deliverables:1. Store donated equipment in a facility for a year. 2. Inform the EPA project officer after 50 pieces have undergone an acceptance testing.3. Inform the EPA project officer after repairing and acquiring, if necessary, spare parts for 28 instruments. 4. Prepare 28 instruments for shipment to either Texas or Florida. 5. A trip report for each trip taken to Guatemala outlining training objectives and results from the training shall be provided to the EPA Project Officer after each trip.Approval conditions:The Contractor shall be required to identify themselves as contractor employees for the EPA. This included requirements for the contractor to always identify themselves orally by their name and organization, and to physically display through their dress or identification cards their name and organization.The Contractor is permitted to subcontract with other parties as needed, including certification of equipment, shipping, installation of equipment and training Guatemalan officials how to use the refurbished equipment.Award will be based upon the following Evaluation Criteria:1.Demonstrate knowledge of the unique situation in Guatemala City and in Guatemala related to air quality monitoring, standard operating procedures for quality assurance and quality control of air quality monitoring including laboratory analyses and demonstrate through documentation 2. Demonstrate knowledge of air quality monitoring, standard operating procedures for quality assurance and quality control of air quality monitoring including laboratory analyses to be able to refurbish the second-hand, used air monitoring and laboratory equipment and conduct training of technicians.3. Demonstrate ability to communicate technical information in a easy to understand format; and 4. Demonstrate International experience working in foreign locations and cultures, in unfamiliar circumstances, and in unusual work environments. 5.
