Description
The National Institute of Standards and Technology (NIST) intends = to negotiate with Emispec of Tempe, AZ on a sole source basis under the = authority of FAR Part 13.106-1(b), Soliciting from a single source, for = the purchase of a high performance, research grade instrument control/ = data acquisition system for the Hitachi field-emission scanning = electron microscope. The system requires the following Emispec = components: 1. Emispec Vision Base Data Acquisition System (Emispec = item number ES001-3.0); 2. Emispec Scanned Imaging Module (Emispec item = number ES002-PCI-3.0); 3. Digital EDX Spectroscopy Module (Emispec item = number ES003-DXP-3.0); 4. Installation and 6 hours of training (2 or = fewer modules). This is a replacement upgrade for an existing system. = In order to maintain system integrity and continuity of existing = instruments and components used by NIST's Chemical Science And = Technology Lab (CSTL). The Hitachi instrument is a critical element in = several projects that are central to the mission of CSTL such as the = analysis of next generation gate dielectric films in electronic = devices, and the development of combinatorial analysis methods. = Emispec is the only company that offers the required experience with = CSTL's Hitachi instrument, the open computer architecture and = programming flexibility necessary to develop advanced measurement = capabilities that meet CSTL's research needs. In addition to the = compatibility with the existing instruments, this system enables = researchers to take advantage of NIST-developed software that has = already been created for this system. The anticipated delivery time for = this requirement is 60 days after receipt of order and the delivery = shall be FOB Destination, Gaithersburg, Maryland. Installation and = training shall occur within 30 days after delivery. The Government = anticipates awarding a firm-fixed price purchase order. Interested = persons may identify their interest and capability to respond to the = requirement or submit quotes by June 15, 2001. This notice of intent = is not a request for competitive quotes. A Request for Quotation (RFQ) = package is not available. The NAICS code for this requirement is = 334516 with a size standard of 500 employees. A determination by the = Government not to compete this requirement based upon responses to this = notice is solely within the discretion of the Contracting Officer.
