Description

PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; BIDS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This solicitation is issued as Request for Quotation No. 2001-Q-04068. This procurement is being issued unrestricted under the NAICS code #334516 with a size standard of 500 employees. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. The National Institute for Occupational Safety and Health (NIOSH), in Morgantown, WV has a requirement for one each of the following LUMINEX 100 technology items, (or equal): #51-00001, LUMINEX 100 flow analysis system,; #51-00002, X-Y Platform; #51-00003, Sheath Fluid Dispensing System; #L100-VER1, Verification Microspheres; #L100-CDEV1-01, Development Microspheres; #L100CAL1, CL1/CL2 Calibration Microspheres; #L100-CAL2, RP1 Calibration Microspheres; Multi-Analyte Microspheres, w/carboxylated surface, 1mL as follows: #L100-C134-01; #L100-C138-01; #L100-C154-01; #L100-C173-01 and #L100-C177-01; one and 1/2 day training session for one person at vendor site; and 3 each of Human Cytokine (8 Plex Kits). SPECIFICATIONS: We seek a system that can perform quantitative multiplex immunoassays using bead array technology. The system must be able to perform at least 64 immunoassays simultaneously in a single sample. Reagents must be available that allow user development of custom bead array multiplex immunoassays that can be read using the system. The system must be able to discriminate between populations of beads manufactured by Luminex Corporation. The system must include a flow cytometric-based reader (such as the Luminex-100), computer and software necessary to control the reader, X-Y platform for use of microtiter plates, training, installation, and at least a one year waranty. EVALUATION FACTORS: Offers will be evaluated for technical compliance with the specifications. Offerors are responsible for providing adequate information with their offer to demonstrate they are in compliance with the specification. The Government desires delivery within 60 days after receipt of order. Offers shall propose based on a delivered price, F.O.B. Destination (Morgantown, West Virginia) and the requirements at FAR 52.214.21 "Descriptive Literature" apply. Information provided must demonstrate the software's ability to meet the stated Technical Criteria (specification) or your offer may be rejected. The Government anticipates one award to the responsive, responsible offeror whose offer is considered most advantageous to the Government. The following FAR provisions apply to this solicitation: FAR 52.212-1, Instructions to Offerors -- Commercial Items (Oct 2000); 52.212-4, Contract Terms and Conditions -- Commercial Items (May 1999) and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (Feb 2001). Simplified acquisition procedures will be utilized. Award of a firm fixed-price purchase order is anticipated.
