Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation DATM05-01-T00004 is issued as a Request for Quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-24. This requirement is 100.0% set-aside for small business. The NAICS is 421430. The size standard is 100 employees. Delivery is FOB Destination to CSTE-DTC-WS-EP-TR-L, Bldg 80810, Ft. Huachuca, AZ 85613-7110. Inspection point is the same. FAR provision 52.212-1, Instruction to Offerors Commercial Items, applies to the acquisition. FAR provision 52.212-2, Evaluation of Commercial Items, applies to the acquisition and award will be made to the responsible technically acceptable, low price offer. Offerors shall include a completed copy of FAR provision 52.212-3, Offeror Representations and Certifications Commercial Items, and furnish Offeror's tax identification number, CAGE code, Central contractor registration number, DUNS number, and applicable FSC codes with its offer. In addition, offerors shall submit sufficient technical information in order demonstrate the product's technical acceptability. CLIN 0001; Commercial off the shelf software, 1 each. The software is intended to be the repository for EPG Test Data as well as a document management system. It will contain "meta data" about EPG document/files/data and have links to where that data is located. In order to assist test officers and other personnel, the item shall offer the capability to store any EPG data and/or files that become part of the repository. EPG government and contractors will submit data to include test data, results, code, components, final reports and any other pertinent data into the repository. Data may be stored after full or partial completion of the event. The item shall allow users to add and make changes to the repository and allow users the ability to maintain version control. Otherwise, each change to the meta data regarding the document/file/data will show a new revision number. A user cannot change a document that is "checked out" by another user until that document is "checked in". The GUI interface shall be user friendly and have pertinent information regarding the document/file/data. Information in the repository shall be "meta data" or information about the information. This will allow for search capabilities and include information on where to access EPG data that is "hard copy" as well as show "links" to EPG electronic files. The repository shall be able to accept data in multiple formats, i.e., word, text and .pdf file of the same document, or whatever formats the EPG Customer wants to put in the archive area. The repository shall provide data in different media, i.e., immediate=web download; larger files-mail or zipped; huge files=tape, jazz or CD. The repository shall have the ability to handle references to hard copy and have multiple search capabilities. At a minimum, the search capability shall allow results project name, keyword and dates. Users must be able to easily archive and retrieve items from the repository. There shall be different levels of access and security to the file level. For global access, interface will be web-based and implemented in a WIN32 environment compliant with the VEPG Architecture. In order to not have to maintain separate password files, user password file shall either have the capability to be imported/exported to and from NT or use the NT operating system passwords via active directory. Technology shall be up-to-date and compatible with WIN2000. Access to the database via other databases/applications shall be compatible with windows standards.
