- Description
- This is a combined synopsis / solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation (a Request For Quotations, RFQ). Quotations are being sought, a separate written RFQ will not be issued. The Request for Quotation Number is OPM-RFQ-01-001. The Request for Quotation Document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) # 97-22c. SCOPE OF PERFORMANCE: The U.S. Office of Personnel Management, Office of Contracting and Administration Services, is requesting quotations from interested firms to furnish non-personal, building operations and maintenance support services to its Facility Service Division. This procurement is set aside 100 percent for small business (see CBD numbered Note 1). The NAICS code for this procurement is 235110, Plumbing, Heating and Air Conditioning Contractors, and the size standard is $7 million in average annual revenues. The services will be performed at the Theodore Roosevelt Federal Building (TRB), Washington, DC. These services include, but are not limited to, operation and maintenance of the building's electrical, mechanical, plumbing, heating, ventilation and air conditioning systems (HVAC), under the general direction of the TRB Building Manager. The contractor shall be fully responsible for selecting and supervising his employees, however, neither the contractor nor his employee's responsibilities under the contract may exceed the limits of the TRB Building Manager's direction, except in circumstances involving personal safety or protection of property. The contractor shall be required to furnish only hand-tools for the use of his employees who perform work under this contract. The performance period for these services is July 2 to September 28, 2001, at an estimated level of effort of 80 man-hours per week between the normal building activity hours of 7:30 AM and 3:30 PM (EDT), Monday to Friday, excluding federal holidays. If performed in-house, these services would be performed by Utility Systems Repairer Operators (U.S.R.O.) at an equivalent wage grade of WG-10. To meet occasional building operations and maintenance needs, the contractor may also be asked to provide this support on weekends, before 7:30 AM or after 3:30 PM, or on federal holidays, generally with 24 hour-advance notice. Based on prior experience, the Government estimates these extra hours may amount to 75 man-hours over the period of this contract. The TRB Building Manager will act as the Contracting Officer's Technical Representative (COTR). Services shall be subject to surveillance by the COTR for the following quality standards: Service Call Repairs. Repairs are completed in a timely manner and the results are consistent with customer expectations. Customers are informed of expected repair time. Response and repair is made within the specified times established by the TRB Building Manager. Maintenance and Repair Status Reports. Accurate reports are delivered promptly to the TRB Building Manager or his designee. Contractor personnel qualifications. To demonstrate basic qualifications to perform the services required under this contract, contractor employees who will perform the required services must possess a Class Three (3) Engineer's license. The Government may seek verification of meeting this qualification requirement at any time. Working conditions. The contractor may be asked to deliver these services that may place his employees in, on, around, over and under fixed equipment and furniture; on ladders, lifts or scaffolding; and in a situation requiring manipulation of heavy equipment, tools and supplies and or exertion of forces up to 70 pounds. The contractor shall ensure that the services are performed in accordance with industry standards for personal safety and protection of property. This contract will be subject to U.S. Department of Labor Service Contract Act Wage Determination 94-2103, Revision 24, May 31, 2001. The provision at FAR 52.212-1, Instructions to Offerors-Commercial is incorporated by reference and applies. In the provision at FAR 52.212-2, Evaluation -- Commercial Items, is incorporated by reference and applies. The following information is inserted in FAR 52.212-2: Award will be made based on a combination of two factors of approximately equal importance: technical (including past performance) and price. Interested firms must include a completed copy of the provisions at 52.212-3, Certifications and Representations -- Commercial Items along with their quotes. The clause at FAR 52.212-4 Contract Terms and Conditions -- Commercial Items shall apply. The clause at FAR 52.212-5 Contract Terms and Conditions required to implement statutes or executive orders applies. Please provide a statement on your quotation that you accept the terms of this synopsized solicitation OPM-RFQ-01-001 without qualification. Minor adjustments in the approximate start date shall NOT be grounds for disapproval, based on mission impact evaluation by the USOPM. State minor adjustment/deviation in start date, if necessary. Failure to state deviation will constitute acceptance of USOPM starting date. Interested firms are invited to quote a biweekly fixed price for delivering these services during the normal building activity hours (7:30 AM 3:30 PM, M-F), and a separate fixed hourly rate for delivering additional services outside of the normal building activity hours (including federal holidays). These fixed, biweekly and hourly contract rates shall constitute the only basis for contract payments in consideration for services delivered. Firms must also submit a qualifications statement identifying two or more similar contracts (including contract identifying information and a reference point of contact for each contract) that they have performed within the last two years as material evidence of the quality and depth of experience that they propose to provide OPM under this contract. The deadline for responses is 3:00 PM (EDT) on June 25, 2001.
