Description
This is a combined synopsis/solicitation to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. NASADFRC plans to acquire a video inpection system which must be in accordance with the format in FAR Subpart 12.6. The minimum requirements of this system are posted below. Interested parties are responsible for checking this site for the additional information. The following is a listing of the components within the system: Computer Qty: 1 Halogen Light Source Qty: 1 X-Y rotational table Qty: 1 CCD Video Camera Qty: 1 90 Degree Optics Qty:1 1 Degree Optics Qty:1 Quality Assurance Software Qty: 1 Made of ESD Materials A stand to hold everything Qty: 1 The following is the minimum requirements that are required to complete this project: Halogen Light Source: (Back Light) 7 Integrated fiber optic light cord. 7 Power control/light intensity switch. 7 1 10V AC 100W Halogen Light Source. 7 90' optics to shine light under BGA components. CCD Camera (NTSC). 7 Color camera with digital signal processor. 7 12V DC or 24 VDC. 7 Video Outputs: Sync, Y/C, or RGB, or VBS 7 Resolution: Minimum 380 TV Lines (H), 350 TV Lines (V). 7 Auto Gain. 7 Power Source for camera. Output = 12V DC or 24VDC. Input = 110/220 VAC, 47 to 63 HZ. Inspection Stand. 7 Contains inspection Light. 7 Holds video camera. 7 Integrated Video output connections. 7 Camera 180' continuously adjustable angle. 7 Camera bolder 90' rotational adjustment. 7 Non locking course and fine adjustment of X -- Y table with rotation. 90' Scope Unit: (Optics for CCD Camera) 7 Focus Distance: 0 -- 55 mm. 7 Depth of field: I -- 6 mm. 7 Magnification: 18OX. 7 Object distance to scope head: 2mm. 7 Minimum space requirements for placement of optical instrument head onto PCB: 7 Minimum gap between component and PCB: 0.3mm 7 Minimum distance between components 3.5mm. Manuals: 7 Complete installation manual. 7 Complete User manual. Quality Assurance Software: 7 Includes Frame Grabber. 7 Includes Software license. 7 S Video input Provides representation of video pictures with text. 7 Provides for measurement both absolute and relative. 7 Automatic measure control: PCB/component specific. 7 Create, print and e-mail reports 7 Import and export pictures in BMP, TIF, JPG and IMP Computer 7 550 MHz or better. 7 128MB RAM or better. 7 Operating system: Windows 98 7 PCI bus compatible to PCI 2.1 specifications. 7 PCI graphic card with DirectDraw support 7 15" Flat screen monitor or 17" monitor 7 CD ROM 24x or better 7 3" Floppy Drive 7 10 GIG Hard drive or better 7 2 button USB mouse The provisions and clauses in the RFQ are those in effect through FAC 97-25. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 333314 and 100 employees, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to DFRC is required within 6 weeks ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C-9. Quotations for the items(s) described above are due by the close of the business day on June 27, 2001 and may be mailed or faxed to Nimri Niemchak, NASA DFRC, P.O. Box 273 M/S D-1422, Edwards, CA 93523 or FAX number (661) 276-2904 and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), proof of VETS 100 compliance, identification of any special commercial terms, past performance information, and be signed by an authorized company representative. Quoters shall provide the information required by FAR 52.212-1.
