Description

The U.S. Environmental Protection Agency, Office of Research and Development, intends to solicit the services of Dr. Jack Calvert on a sole source basis. The Contractor will assist with the review and critical evaluation of the available scientific database on photochemical processes affecting ozone formation and destruction. The Contractor will (1) write a draft section dealing with field studies designed to test the understanding of the basic sequence of photochemical reactions important for the formation and destruction of ozone, including comparisons of photolysis rates between theory and observations; (2) attend a public peer-review workshop to discuss his draft section; (3) revise the draft section based on recommendations resulting from the workshop comments and review; and (4) prepare a written report on the quality assurance/control procedures used in identifying the most relevant information or key studies. This notice of intent is not a request for quotations. However, any firm that believes it is capable of meeting the EPA requirements may submit technical documentation to establish the potential of complying with the statement of work requirements. Such documentation must be submitted to the point of contact within 15 days of electronic posting of this notice. A determination by the Government not to compete with this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. The applicable NAICS Code is 541620.
