- Description
- The U.S. Environmental Protection Agency, Office of Research and Development, intends to solicit the services of Dr. Russell Dickerson on a sole source basis. The Contractor will review and provide a critical evaluation of the available scientific database on physical and chemical processes affecting ozone concentrations and ozone measurement techniques. The contractor will write draft sections for the Ozone and Related Photochemical Oxidants AQCD that concisely reviews the most relevant published scientific research on ozone and related photochemical oxidants that describes the physical processes occurring in plumes downwind of source areas, with emphasis on the northeastern United States including aircraft measurements, the available pertinent observational studies on the effects of ozone on the transfer of solar ultraviolet radiation, measurement methodology for obtaining measurements of ambient, ground-level ozone and other oxidants, volatile organic compounds and nitrogen oxides, and the effects of particulate matter on ozone formation and destruction. The Contractor will attend a public peer-review workshop to discuss his draft sections and revise the draft section based on recommendations resulting from the workshop comments and review. The Contractor will also prepare a written report on the quality assurance/control procedures used in identifying the most relevant information or key studies. This notice of intent is not a request for quotations. However, any firm that believes it is capable of meeting the EPA requirements may submit technical documentation to establish the potential of complying with the statement of work requirements. Such documentation must be submitted to the point of contact within 15 days of electronic posting of this notice. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The applicable NAICS Code is 541620.
