Description
The Smithsonian Institution seeks interested mid- to large-sized contractors (twenty or more licensed professionals in the prime contractor's firm) to establish an anticipated minimum of two open term Architect-Engineer (A/E) Contracts that would provide design support for Smithsonian facilities. After award of an open term contract, A/E services will be provided on a work order contract basis. It is anticipated that the contract will be for a period of one year with four one-year options and that the contract may provide a maximum design effort of $1,000,000 per year, with individual work orders not to exceed $500,000 in total for Title I and/or non-Title I services. Services to be provided include but are not limited to the following: multidisciplinary architectural and engineering studies, testing and analyses; facility and project master planning; conceptual design; facilities assessment; evaluation of projects; presentations for project review by various bodies including the National Capitol Planning Commission (NCPC), the Commission on Fine Arts (CFA), and the D.C. Historic Preservation Review Board; cost estimating for project proposals and detailed construction cost estimating; value engineering; code compliance and accessibility review; commissioning; development of contract documents comprised of drawings and specifications for architectural, structural, mechanical, electrical, fire protection, security systems and hazardous materials abatement for a variety of routine and complex projects. Firms unable to accept hazardous materials abatement projects need not apply. The work may include major repairs, building renovation, landscape design, facility improvement projects, interior space planning, mitigating accessibility barriers and a limited amount of new facility development. The work may also include development and implementation of facility master plan projects. Post design services may include construction bid and negotiation support, construction administration, submittal reviews and/or construction coordination, and preparation of as-built record drawings. A/E's will be expected to respond to Smithsonian requests for services with expediency, thoroughness and a high level of design quality. Firm evaluation and selection will be conducted in accordance with FAR 36.6 and will be based on the following criteria: 1.) Prime and subcontractor' qualifications and experience. Basic disciplines shall include architectural, master planning, space planning, mechanical, electrical, plumbing, structural, civil, fire protection, security, cost estimating, hazardous material abatement, food service and retail design. Additional specialists in some or all of the following areas are expected: lighting design (architectural and exhibit lighting), accessibility, exhibit design, roofing and waterproofing, building diagnostics and remediation, sustainable design, landscape design, acoustics, audio-visual design, information technology, and large multi-media performance spaces. 2.) Specialized experience and technical competence of the firm and major subcontractors and consultants with museums, historic structures, National Landmark Properties and the Section 106 review process, scientific/research/engineering facilities, retail and food service design, hazardous materials abatement including lead and asbestos, facilities accommodating large numbers of public visitors, environmentally sensitive sites, renovation of facilities while maintaining operations, and renovation/restoration projects. 3.) Knowledge of local, state and federal legislation, codes, regulations, standards and guidelines for design, accessibility for individuals with disabilities, hazardous material abatement, and construction. Capacity of the project team to accomplish the work within specified time constraints based on submittal of firms' current and projected workloads. 4.) Past performance on contracts in terms of cost control, quality of work, responsiveness and compliance with performance schedules; firm competence in these areas as demonstrated by submittal of internal procedures for quality control, cost control and scheduling. 5.) Firm location in reasonable proximity of Washington, D.C. 6.) Computer capability: Contractor and subcontractors must be able to comply with Smithsonian Institution standards for documentation, drawings and specifications. These standards are available for viewing at the SI Office of Physical Plant website, at http://www.opp.si.edu/mainpage.htm. Required proficiencies: AutoCAD R14-R2000; Microsoft Office; 3-dimensional modeling in specialized software such as 3D Studio, VIZ, or MAX. In addition, experience with computer aided facilities management software such as SPAN-FM is highly recommended. The successful firm will be expected to sign a standard, unmodified, Smithsonian A/E contract. Interested, qualified firms are invited to submit completed Standard Forms 254 and 255 and other appropriate data to Engineering and Design Division, Office of Physical Plant, Smithsonian Institution, 750 Ninth St., N.W., Suite 5200, MRC 908, Washington, DC, 20560-0908, Attention: Lawrence Stuebing, no later than 3:00 PM on the 30th calendar day after the publication of this notice, or on the next business day if the thirtieth calendar day falls on a Saturday, Sunday or Federal Holiday. Failure to submit SF 254 and 255 forms will render the submission unacceptable. Responding firms are required to clearly identify tasks to be performed in-house and those to be subcontracted. Firms must submit the names and supporting qualifications of all subcontractors. Fax submissions will NOT be accepted. The SIC code for this action is 8712/8711. Preface submission with an attached original and a loose copy of a brief letter on company letterhead. The Smithsonian will dispose of submitted material sixty (60) days after receipt unless a specific written request is made for its return.
