Description
The Agency for Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse reatment (CSAT) through the Program Support Center, General Acquisition Branch, plans to award a 16 month sole source simplified acquisition to Kaiser Permanente. The anticipated date of award is July 1, 2001. The primary goals of this purchase order are to add two components to an existing Robert Wood Johnson Foundation (RWJF) study that is intended to: 1) to evaluate the structural, gatekeeping, financial incentives, individual and family mechanisms that might make a difference in bringing adolescents into treatment, 2) to examine who is more or less likely to enter and remain in treatment once treatment has begun, and 3) to distribute the policy-relevant findings from this study in a variety of ways, including through publications, in-service training, and through the contractor's web site. A chart review of teens who have been identified by the health plan with substance abuse problems has been carried out, and a comparison is being undertaken of those referred and not referred to treatment. A chart review is also being conducted of teens referred to treatment, and a comparison of those who enter treatment and those who do not is also underway. The study has also compared medical departments and providers within the Kaiser system that have good records of getting teens to treatment with those who do not. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the Government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion Of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
