Description
The United States Department of Labor (DOL) in support of the Bureau of International Labor Affairs (ILAB) is seeking a contractor to implement a technical cooperation project in Ukraine. DOL has initiated a mine safety program for Ukraine with the goal of reducing the rate of accidents and fatalities being experienced in the coal industry in that country. All work undertaken must conform to the project design and to the specific directive of ILAB which consists of the following activities: (1) Introduction of rock dusting and water filtration equipment that has been designed specifically for the conditions found in the underground coal mines of Ukraine; (2) Conduct extensive training on the effectiveness of using rock dusting and the proper use of the rock dusting equipment and the application of rock dust; including instruction of proper sampling techniques; (3) Conduct periodic mine inspections to insure that proper rock dust applications are being raised. (4) Assist in the establishment of spare parts distribution center to ensure that all equipment is properly serviced and operational; (5) Facilitate sustainability of the project; (6) Conduct pre-program and post-program evaluations to measure the benefits of the program. It is critical that USDOL contract with an organization that has both experiences in coal mining process and procedures both in the United States and Ukraine. The contractor needs also to be experienced with the political structure that governs both the coal mines and coal mine safety and inspections within the Ukraine, and have an established relationship with these organizations, both within the United States and Ukraine. It is desired that the contractor be, or make available, an individual with twenty years of related coal mining activity and that who's experience must include at least four years working in the coal industry of a foreign, developing country. The selected individual will be expected to live full-time in Ukraine to implement the program. In addition, the selected contractor will provide an office in Donetsk that will contain at least two (2) Ukrainian nationals that each will have in excess of ten years of related coal mining experience and are conversant in both English and Russian languages.
