Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation R1-12-1-068 is issued as a Request for Quotation (RFQ). The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-25. The clauses and provisions referenced in this solicitation can be found in full text form at http://www.arnet.gov/far. The North American Industry Classification Code is 532120. This is a total small business set-aside and the small business size standard is $18.5 million. Pricing is requested on the following items. Item 1 is for 3 Pickups, 6 to 8 ft. regular bed, 4X4, to ton. Item 2 is for 2 trucks, 8 to 12 foot flatbeds, 4X4, 1 to 1 ton, with extended or crew cabs. Item 3 is for 1 truck, 8 to 12 foot flatbed, 4X4, 1 to 1 ton. Either diesel- or gasoline-fueled is acceptable. The base rental period for each vehicle will be 4 months with 2 options to extend of 1 month each. Pricing should be provided on the rate per vehicle per month (including a minimum of 2000 miles per month) and the mileage rate for miles in excess of 2000. The monthly rate should include delivery and pick up. Offers for less than all vehicles will be considered and multiple awards may result. Vehicles are to be delivered to and picked up at either Helena or Townsend, MT. Required delivery of vehicles is no later than June 25, 2001. Delivery is FOB Destination. Flatbed vehicles will have tanks temporarily mounted. These vehicles will be returned with bolt holes, etc., as a result of mounting. The monthly rate should include any charge for this. Vehicles will be used on dirt and gravel roads that are dusty, narrow, brushy, and steep. Under these conditions normal wear and tear would include scratches to paint (no dents) and chips to windshields (no cracks). Drivers will be 18 and older with valid drivers' licenses. The Government will take responsibility for oil and oil filter changes. All other maintenance and repairs due to breakdown or worn parts is the responsibility of the contractor. The provision at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. Contract award(s) will be based on the best value to the Government, considering timeliness of delivery, price, quality of vehicles offered, past performance, cost to administer multiple contracts, and technical capability. Offerors shall include with their offer a list of proposed vehicles (make, model, year, estimated number of miles at delivery), a list of 5 references (within the last 2 years), and a completed copy of the provision 52.212-3, Offeror Representations and Certifications Commercial Items. Offers should include the solicitation number, project name, company name, company contact person's name, address, telephone number, and fax number. The clauses 52.212-4, Contract Terms and Conditions Commercial Items, and 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders Commercial Items with the additional FAR clauses stated at the following paragraphs within 52.212-5 applying: (a)(b)(11)(12)(13)(14)(15)(25)(d)&(e).
