Description
The scope of work consists of relocating by replacement of the very high frequency omni-directional radio range (VOR) and distance marker (DME). In addition, three new ALSE lighting standards will be installed and seven existing ALSE lighting standards will be relocated. Contractors will be able to schedule a visit to the Manta Air Base. For a site inspection, contact Mr. George Burge, Resident Engineer at 011-593-5-628-576/594. The North American Industry Classification System (NAICS) code for this project is 23531. Bid documents are available on or about 29 June 2001. Estimated cost of work is between $500,000 and $1,000,000. Unrestricted. All responsible sources may submit an offer, which shall be considered. Prospective Bidders outside the United States, may pick up one free paper copy of the plans and specifications at Pacifitel Edificio Pisa, Malecon Calle 19 1/20, Manta, Ecuador. Additional details may be published in the local newspaper at Manta, Ecuador. A limited number of plans and specifications will be available on a first come-first serve basis, until supplies are exhausted. Reprints will not be made. Specifications and drawings will not be available after the bid opening date. Bidders, subcontractors and Dodge Plan Rooms located in the Continental United States are required to self-register their firm or office on the Internet to receive one frehtte paper copy of this solicitation. Registration instructions are available on the Internet at http://www.sam.usace.army.mil/sam/ct. Neither telephonic, mailed, nor fax requests will be accepted. Those registering are responsible for the accuracy of the information on the mailing list. Registration must include the firms physical address, telephone, a valid fax number and a point of contact. Registration should be completed one week prior to the issue date. All notifications of changes to this solicitation shall be made through the Internet only. It is therefore the contractors responsibility to check the Internet address listed above daily, for any posted changes to this solicitation. Telephonic requests will not be accepted. A limited number of plans and specifications will be printed and will be available on a first come-first serve basis, until supplies are exhausted. Reprints will not be made. Specifications and drawings will not be available after the bid opening date. All bid forms, bid bonds, and other normal documents required for the bid submittal, including amendments to the bid submittal, shall be in paper medium. Electronic medium for the bid submittal documents will not be allowed. Critical Path Method (Network Analysis System) and construction phasing is required. For this job, a Small Business is defined as having average annual receipts of less than $27,500,000 for the past three years. This solicitation includes bid options, which may not be awarded. The penal amount of Performance Bonds shall be fifteen percent (15%) of the original contract price. Rights of entry and real estate for construction sites for the project will be furnished to the Contractor as indicated on the drawings. Base access, rights of entry, and authority to execute work on the FAE Base in Manta, Ecuador, will not be granted to citizens or companies of the nations of Peru or Colombia. For the purposes of this advance notice, "Companies" includes, but is not limited to, corporations incorporated in Colombia or Peru, business entities headquartered in Colombia or Peru, and/or joint ventures where all joint venturers are incorporated in Colombia or Peru. This restriction applies to all prime contractors, subcontractors, suppliers and other entities engaged in the execution of the project.
