Description
The Federal Railroad Administration (FRA) has a requirement for = the design, fabrication, and acceptance testing of a new Gage Restraint = Measurement System (GRMS) vehicle. The GRMS vehicle will be a = self-propelled railroad car containing the following base requirements: = (1) the vehicle operating system, including components necessary to = support air conditioning, plumbing, auxiliary power, and controls; (2) = the Gage Restraint Measurement System (GRMS) for applying and measuring = the influence of vertical and gage widening loads to track structures; = (3) Differential Global Positioning System (DGPS) which will provide = geographical location information synchronized with track geometry = data; and (4) an associated data acquisition/analysis system which = will have the capability to record and display data collected from the = various systems and associated network interfaces on board. The data = acquisition /analysis components must have the capacity to handle GRMS = and DGPS as well as capacity for expansion to accommodate potential = future additional systems including a Rail Profile System (RPS), and = Track Geometry Measurement System (TGMS), a Ride Quality Measurement = System (RQMS), and a Video Imaging System (VIS). The new GRMS vehicle = and all component systems must be able to operate at speeds from 0 -- 60 = mph in a self-propelled mode, and at speeds up to 80 mph in a towed = mode. A firm-fixed-price contract with options is anticipated from = the RFP which is expected to be issued electronically through this = website within 30 days after this posting. In the event that = budgetary constraints preclude the acquisition of a new GRMS system for = the vehicle described above, FRA wishes to consider an option for = retrofitting a new self-propelled railroad car with rebuilt Gage and = GRMS equipment obtained as Government Furnished Equipment (GFE) from = FRA's existing T-6 car while retaining the requirements for the new = operating vehicle, DGPS and data acquisition/analysis system as well as = future expansion capabilities and operating speeds. Technical = specifications for the existing T-6 Gage and GRMS equipment will be = available in the RFP. Offerors may submit a proposal for one or both = options of either a vehicle equipped with completely new systems, or a = new vehicle retrofitted with rebuilt/reused GRMS equipment obtained as = GFE. However, submission of a proposal with only one option may limit = the opportunity for award of a contract. The RFP will be issued only = electronically and no paper copies will be available. =20
