Description
The US Army is considering issue of a Request for Proposals (RFP) for procurement of AN/PVS-7D Night Vision Goggles, AN/AVS-6(V)1A, AN/AVS-6(V)3 Aviator's Night Vision Imaging System (ANVIS), and AN/PVS-14, Monocular Night Vision Device (MNVD) Systems and associated spare parts including 18mm and 25mm Third Generation Image Intensifier Tubes. The Government will reserve the right to procure additional items through exercise of option provisions, which shall be priced and evaluated. The minimum performance requirements for these devices and components are expected to be the maximum performance requirements of the current OMNIBUS V contracts DAAB07-98-C-J418 and DAAB07-98-C-J419 with increased end of life performance as detailed during the CECOM Advanced Planning Briefing to Industry (APBI) on 8 May 01. It is anticipated that a draft RFP will be issued on or about August 2001, RFP on or about September 2001, proposals due on or about October 2001, and award approximately January 2002 with first deliveries beginning no later than nine months after award. It is the Government's intention to utilize fixed delivery start times based on option exercise date regardless of quantities (and their associated delivery schedule) already on contract. The anticipated acquisition strategy for the award is as follows: (1) full and open competition; (2) up to two firm-fixed price awards made on a best-value basis; (3) three-year basic with two one year option years (options also available during the three basic program years) (FY02-06). Offerors will be encouraged to propose enhancements provided substantiating data for these enhancements are included in the offeror's proposal. Sample hardware may be required for any proposed enhancements. Award will be based on the best overall value to the Government. Total basic requirements are anticipated to be approximately 8,000 each AN/PVS-7/AN/PVS-14s per year and approximately 1,000 each AN/AVS-6 systems per year. This is not a request for proposal.
