Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The purpose of this procurement is to purchase one (1) Chemisorption and Micropore Analyzer that meets the following requirements: A high-performance research grade instrument for the determination of active surface area by chemisorption and specific surface area and pore size distribution by physical adsorption. 1. Measure pore diameters from 3.5 to 30A (N2 absorption) 2. Measure pore volume to 0.01m2/g 3. Pressure measurements of 0.15% at 1-mmHg a. Very high-resolution data acquisition at low pressures. b. No exposure of sample to helium even at low pressures. 4. Multigas capability 5. Fully automated (unattended) operation under software control from startup to analysis under vacuum. a. Furnace control fully automated b. Rapid cool down capability c. Extended protocols under LN2 operation d. Flexible data reduction software and reports 6. Temperature range from ambient to 1100 degrees C 7. Independent outgas manifold and cold traps for input and output manifolds The provisions and clauses in the RFQ are those in effect through FAC 97-25. The Government intends to acquire a commercial item using FAR PART 12. This procurement is a total small business set-aside. See Note 1. The NAICS Code and Size Standard are 334513 and 500, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation that shall be considered by the agency. Delivery to ARC is required within 30 days ARO. Delivery shall be FOB Destination. The DPAS Rating for this procurement is DO C9. Quotations for the item(s) described above are due by 2PM, June 28, 2001 and may be mailed or faxed to NASA Ames Research Center, Attn: Carol M. Su, M/S227-4 Moffett Field, CA 94035-1000; FAX 650-604-4357 and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation. Quoters shall provide the information required by FAR 52.212.1 If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act-Supplies," the quoter shall so state and shall list the country of origin. Selection and award will be made in accordance with FAR 52.212-2 with the following evaluation factors: 1.) Technical Acceptability; 2.) Delivery; 3.) Past Performance; 4.) Cost. Technical acceptability will be determined using information submitted by the quoter in sufficient detail to show that the product quoted meets the Government requirements. Theses requirements include: 1.) Compatibility with existing machine -- ease of use, maintenance, support, and ease of comparing results; 2.) Quoters must provide two (2) references of previous orders for the item quoted. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
